Pursuant to a duly made and approved motion and a majority
vote at a regularly scheduled meeting of the Village President and
Board of Trustees on 03-20-96, this Executive Session was called to
consider a Personnel matter.

The Village Board discussed the Village Manager's February 23, 1996 FY
96-97 Wage and Salary recommendation report.
Considerable discussion ensued regarding the fact that the Merit Pay
Plan had a structure that was working, but in the face of cost of
living increase rate of less than 3.08 the recommended amounts seemed
high. There was further discussion regarding internal equity with
unionized personnel; the total increase of wages and salaries on the
budget; and, how longevity, specific rate, and MEP amounts would be
calculated as new or existing dollars.
The consensus of the Village Board was to grant the following:
1. Merit Pay Plan Adjustments of:
a. 3.58 General Merit funded at 3.58 with
08 to 1.5% Performance Merit funded at
1.25%
b. The continuation of the Management Enhancement
Program (MEPP) at the same levels as FY 95-96, ($400,
$500, $575 and $650) .
c. A Range Movement merit pool of 0-28 funded at
0.58 of management salaries.
2. Step Pay Plan (non-union) adjustments as follows:
a. Value adjustment of 3.58
b. Maintain the existing longevity program
(10-15 years = $150; 16-19 years $250; and
20 years + = $350)
3. Specific Rate Pay Adjustments as follows:
a. Increase Specific Rate 3.58; and,
b. Establish summer intern hourly rates as follows:
undergraduate intern rates from $7.00 to $7.25
per hour; graduate intern rates remain at $7.50
per hour for first 6 months and $8.50 per hour
thereafter.

4. Holidays - to add an additional floating holiday for
a total of 12 (8 fixed and 4 floating) .
In addition the Village Board discussed compensation for the Social
Worker Supervisor whose pay range is frozen. The consensus of the
Board was not to exceed the maximum.
Rummel and Olson were excused from the meeting at 11:20 p.m.
The Village Manager concluded his wage and salary presentation by
discussing the Assistant Village Manager and the salaries paid to other
Assistant Managers', his relative standing as a supervisor (Dept. Head
status) within the organization; his performance and the need to
address his overall salary.
It was the consensus of the Village Board to authorize the Village
Manager to increase the compensation of the Assistant Village Manager
to $62,000.
