Petri, Village Trustee Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on April 6, 1994 this Executive Session was called to consider a personnel matter. Number of pages attached: 1 `l0 Date(s) of review for release: 6/94 Date of approval for release: 4106194 8 :35 p.m. PERSONNEL The consensus of the Committee was to authorize wage and salary increases for the FY 1994-95 as recommended by the Village Manager in a March 16, 1994 report. The increases were authorized as follows: -- To grant a 3.5% value increase to specific rate and step-plan classifications; -- To grant a 3.5% value increase to merit employees who demonstrate average or above average performance; -- To create a 2% merit pool of funds for merit salary adjustments of 0% to 2.5% for merit pay-plan employees based upon performance; -- Advance pay ranges (minimum and maximum) 3 . 5%; -- Establish a Management Enhancement Program (MEP) as recommended by the Village Manager that consists of annual lump sum payments of $400, $500, $575, and $650 to four (4) respective group classifications of merit employees on November 1 of each year; -- Establish a 1 .5% range movement pool of funds for merit employees, allowing a merit range movement of 0% to 3%; -- To provide for a range adjustment of $1 ,024 to adjust the pay ranges of the Licensing Officer and Parking Enforcement Officer which will match the pay range of the Community Service Officer ($20, 126 step 1 to $27,393 step 6) ; -- To provide for a market range adjustment of $2, 786 to adjust the pay ranges of two Engineering Improvements Inspectors. The new pay range for the position will be $30, 685 step 1 to $41 , 153 step 6. -- To provide for a total range adjustment of $2,037 (1 . 75% increase) for three Utility Systems Operator positions; and -- To increase the entrance and final hourly rate of the two Administrative Interns positions by $.50 for a total hourly rate of $7.50 entrance and $8. 50 final . In addition, the consensus of the Board regarding health insurance issues was as follows: -- to implement the Village 's health insurance plans as detailed in the March 16 and March 25, 1994 reports from the Personnel Officer. -- to establish an Employee Cash Award Audit Program with savings to be awarded at an undetermined percentage; -- to establish a second dental plan sponsored by First Commonwealth; -- to increase the reinsurance limit with Lloyds of London for the Village Plan from $35,00 to $50,000.
