Olson Village Trustee Human Resources Chris Prochno Dennis deJesu Village Trustee Consultant Arthur Gallagher Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on March 18, 2003 this Executive Session was called to consider a Personnel matter. Number of pages attached: 1 Date(s) of review for release: Date of approval for release: COPY March 24, 2003 Executive Session Health Care Renewal Report 7:00pm Staff reviewed the March 17, 2003 Health Care Renewal Report. As part of this review, it was shown that the adoption of the Blue Cross /Blue Shield self-insured PPO has met all expectations with respect to: 1. More professional administration; 2. A larger hospital and doctor network; 3. A plan providing increased benefits for employees; and 4. A cost savings for the Village and employees. It is anticipated that for FY 2003-2004, the upcoming fiscal year, the Village will realize the full potential of the discounted Blue Cross network. Our consultant reported that most employers were facing a 15%to 20% health care cost increase. Because of our adoption of the Blue Cross Plan and with the reduced rates accompanying this plan, we are able to renew our PPO plan with no premium increase. Our consultant negotiated a lower increase in the HMO Illinois medical plan. Village employees are leaving the HMO plan for the PPO plan. It was the unamious recommendation of the Personnel Committee to renew all health care plans in the following manner. Blue Cross /Blue Shield (PPO) No Premium Increase HMO Illinois (HMO) 16%Premium Increase Village Dental Plan No Premium Increase First Commonwealth Dental HMO 5% Premium Increase VSP Vision Plan No Premium Increase Staff was directed to prepare the necessary Consent Agenda Items for approval at the April 8, 2003 Board Meeting. The meeting on this issue concluded at 7:25 p.m.
