Pursuant to a duly made and approved motion and a majority vote at a regularly
scheduled meeting of the Village President and Board of Trustees on March 18, 2003
this Executive Session was called to consider a Personnel matter.

Executive Session Compensation 2003-2004 Report

The Committee reviewed the Rate Range recommendations from the Village Manager's
Compensation Report of February 14, 2003.
The Village establishes its merit pay ranges at the average of comparable communities.
The merit ranges were last reviewed five(5)years ago. The new 2003 study found that:
19 pay ranges are at the average and require no adjustment beyond the approved
3.5%;
15 pay ranges are below average and require increases above 3.5%to bring them
up to average; and
4 pay ranges are above average and need to be frozen to reduce them to average.
Discussion ensued regarding the ranges paid by comparable communities and the
recommendations to adjust 15 classifications by amounts ranging from 0.2%to 6.9%
above the approved 3.5%. It was shown in these cases that in order to bring the rate range
maximums to an average position it was necessary to increase the rate maximum by the
percentages identified.
The Personnel Committee unanimously agreed to recommend the proposed pay ranges.
The Police Sergeant classification was addressed separately with the Committee
recommending the proposed rate range increase as well as the 1% equity merit
adjustment. This adjustment is recommended to be effective May 1, 2003.
It was also agreed to maintain the 3.5% range adjustment for 19 classifications as well as
freezing the rate range maximum for 4 classifications.
