Pursuant to a duly made and approved motion and a majority vote at a regularly
scheduled meeting of the Village President and Board of Trustees on December 16,2003 this
Executive Session was called to consider a litigation matter.

Litigation
There was a brief discussion over the personnel compensation package for Brooke Beal,
Executive Director of S WANCC, and it was noted that only Elk Grove and Niles were in
opposition of it. Fourteen of the twenty-three member communities were present at this
meeting.
It was also noted that the Village Board would like to drop out of SWANCC by 2009. As
a result, the Board directed the Village Attorney to contact Ronald Zamarin to draft the
necessary documents to prepare suit against S WANCC, if they change the original
purpose of the organization. In addition,the Board supports the ability to opt out of
S WANCC in 2009 when the debt agreement expires.
