MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE; AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON MARCH 18, 2003
Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Gayle B. Bantner, Commissioner H. Robert Goldsmith, and Secretary Alan
J. Shapiro, DDS.
It was moved by Commissioner Goldsmith and seconded by Secretary Shapiro that the
minutes of February 18, 2003 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was moved upon by acclamation whereupon Chairman
Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
1) Police Consultants, Inc. —Invoice 2791 dated 3/12/03 in the amount of$500.00 for
psychological evaluation of police officer candidate.
2) Theodore Polygraph Service, Inc. --Invoice 13882 dated 3/14/03 in the amount of
$200.00 for polygraph examinations completed for two firefighter candidates.
It was moved by Commissioner Goldsmith and seconded by Chairman Bantner that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
EXECUTIVE SESSION (Closed session: minutes recorded).
CORRESPONDENCE
1) Copy of letter from John Kelly's office regarding military leave issues for
governmental employees in Illinois.
2) Copy of Written Reprimand issued to Police Officer on 2/21/03 for violating
Section 26.1.IA, Rules of Conduct, Rule 10, Failure to remain awake on duty.
3) Copy of resignation letter from Firefighter; copy of letter from Chief Goostree to
firefighter acknowledging his resignation effective 3/1/03.
4) Copy of memo from Chief Goostree appointing Fire Lieutenant to the position of
Assistant Fire Chief effective 3/3/03.

5) Copy of memo from Chief Goostree appointing Asst. Chief to the position of
Deputy Chief/Administration effective 3/03/03.
6) Copy of email from Fire Lieutenant thanking the commission for your recent
congratulations letter to him, for your support during his career, and
acknowledging your efforts in the promotional process.
7) Copy of Written Reprimand to Police Officer on 2/27/03 for violating Section
26.1.1A, Rules of Conduct, Rule 33, Failure to be prompt for duty assignment,
including Role Call and CourtAppearance.
8) Copy of the certification letter from Purdue University indicating that police
candidate only earned 34 credits with passing grades.
9) Copy of letter to police candidate advising that he has been disqualified for not
meeting our education requirement.
10)Copy of written authorization from Village Manager's office to fill one police
officer vacancy.
11)Letter from Illinois F/F's Association concerning proposed legislation for 2003.
12)Copy of Written Reprimand to Police Officer on 3/13/03 for violating Section
26.1.1A, Rules of Conduct, Rule 23, Failure to follow medical roll procedures.
13)Letter from Village Manager authorizing FPC to hire two firefighters.
14)Letter from Chief Schmidt regarding changing retiree commission card to exclude
social security number as a safety precaution.
PENDING
Police Officer Hiring Process—three openings (authorization to fill one vacancy at
this time).
Firefighter Hiring Process—three openings(not being replaced at this time).
NEW BUSINESS
ADJOURNMENT
It was moved by Chairman Bantner and seconded Commissioner Goldsmith that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:00 p.m.
