MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON APRIL 29, 2003
Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Gayle B. Bantner, Commissioner H. Robert Goldsmith, and Secretary Alan
J. Shapiro, DDS.
It was moved by Commissioner Goldsmith and seconded by Secretary Shapiro that the
minutes of March 18, 2003 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was moved upon by acclamation whereupon Chairman
Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
1) Theodore Polygraph, Invoice 13895 dated 3/18/03 in the amount of$100.00 for
polygraph examination of firelighter candidate.
2) Dr. Charles Boyajian, Invoice dated 3/24/03 in the amount of$495.00 for medical
screening of police candidate.
3) Theodore Polygraph, Invoice 13907 dated 3/27/03 in the amount of$100.00 for
polygraph examination of police candidate.
4) Theodore Polygraph, Invoice 13926 dated 4/14/03 in the amount of$300.00 for
polygraph examination of firefighter candidates.
5) Theodore Polygraph, Invoice 13943 dated 04/23/03 in the amount of$100.00 for
polygraph examination of firelighter candidate
It was moved by Commissioner Goldsmith and seconded by Chairman Bantner that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
EXECUTIVE SESSION (Closed session minutes recorded).
CORRESPONDENCE
1) Notice of a rescheduled board meeting(April 151' cancelled and rescheduled for
6:00 p.m. on April 29d).
2) Appointment letter issued to police officer effective 4/7/2003.

3) Memo to Chief Goostree requesting comments and/or constructive criticism
regarding the performance of firefighter for his six-month probationary review on
4/29/03 at 6:00 p.m.
4) Letter to F/F candidate requesting written confirmation of his message asking for
his name to be removed from our eligibility list.
5) Letter from Police Commander announcing his retirement effective May 9, 2003.
6) Letter from Chief Schmidt to Village Manager regarding Commander's retirement
notice and initiation of the process to hire a replacement.
7) Signed Letter from firefighter candidate confirming his decision to be removed
from the fire eligibility list.
8) Chief Schmidt's memo dated (13/26/03 notifying FPC of the one-day suspension of
a police officer. Copy of suspension order issued to police officer for violating
Section 26.1.1A, Rules of Conduct, Rule 6, Disobedience of an Order.
9) Note from Chief Goostree's nate advising FPC of firefighter's intention to retire
effective May 15, 2003. Copy of firefighter's intention letter to FPC. Copy of
notation from VM Parrin authorizing FPC to process another F/F candidate to fill
this vacancy.
10)Copy of memo to Chief Goostree requesting comments and/or constructive
criticism for the final probationary reviews for two firefighters hired on 5/28/02.
11)Memo from police officer dated 4/9/03 requesting a hearing to appeal his one-day
suspension. Memo from Chief'Schmidt advising same.
12)Notice of Appeal Hearing for the suspension of police officer scheduled for
05/08/03.
13)Copy of retirement congratulal:ions letter from Chief Goostree to firefighter
retiring effective 5/15/03. Copy of FPC's congratulations letter to firefighter.
14)Copy of comments and/or constructive criticism from Chief Goostree for the six-
month probationary review of firefighter hired on 9/3/02.
PENDING
Police Officer Hiring Process—two openings (not being replaced at this time).
Firefighter Hiring Process—five vacancies (authorization to replace three in process).
NEW BUSINESS
OLD BUSINESS
Review and approval of new retirement commission cards. Motion made by Dr. Shapiro to
begin utilizing the revised card; motion seconded by Chairman Bantner. The motion was
voted upon by acclamation whereupon the Chairman declared the motion carried.

ADJOURNMENT
It was moved by Chairman Bantner and seconded Commissioner Goldsmith that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:30 p.m.
