HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 05/20/2003 - c: Village Clerk EIV1: t, MINUTES OF THE REGULAR MEETING ,JUN 19 2003 OF THE BOARD OF FIRI, AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE VILLAGE CLERK'S OFFICE HELD ON MAY 20,2003 Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Chairman Gayle B. Bantner, Commissioner H. Robert Goldsmith, and Secretary Alan J. Shapiro, DDS. It was moved by Commissioner Goldsmith and seconded by Secretary Shapiro that the minutes of April 29, 2003 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was moved upon by acclamation whereupon Chairman Bantner declared the motion carried. PRESENTATION AND APPROVAL W INVOICES The following invoices were presented for payment: I) Ottosen Trevarthen Britz Kelly & Cooper, Invoice 24871 dated 5/2/03 in the amount of$150.00 for legal services pertaining to suspension appeal hearing scheduled for 6/5/03. 2) Corporate Express—Invoice 42711789 dated 4/25/03 in the amount of$29.13 for office supplies. 3) Police Consultants, Inc., Invoice 2839 dated 5/6/03 in the amount of$1500.00 for psychological assessments for three firefighter candidates. 4) The Clinic/Dr. Boyajian, Invoice dated 5/15/03 in the amount of$990.00 for pre- employment medical examinations for two firefighter candidates. It was moved by Commissioner Goldsmith and seconded by Chairman Bantner that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. EXECUTIVE SESSION (Closed session minutes recorded). CORRESPONDENCE 1) Publications from John Kelly... Legal Insights, Spring 2003 and Client Alert, April 2003. 2) Letter from Chief Schmidt announcing;the appointment of Sergeant to the rank of Commander effective May 12, 2003. 3) Memo from Chief Schmidt requesting the promotion of police officer to the rank of Sergeant effective May 12, 2003. Copy of memo from Chief Schmidt to Village Manager requesting his authorization; Village Manager approval noted in margin. MINUTES OF THE REGULAR MEETING FIRE AND POLICE COMMISSIONERS Page Two May 20,2003 4) Memo from Chief Schmidt notifying FPC of the one-day suspension issued to police officer for violating Section 26.1.1A, Rules of Conduct, Rule 10, Failure to remain awake on duty; copy of Order of Suspension included. 5) Memo from Chief Goostree recommending that two probationary firefighters be granted permanent appointment. 6) Notice of Filing, Request for Discovery, and Motion to Continue hearing appeal on the suspension of police officer. 7) Letter to Police Officer appointing him to the rank of Sergeant effective May 12, 2003. 8) Retirement congratulations letter to Firefighter. 9) Congratulations letter to Sergeant on his appointment to the rank of Commander. 10)Memo to Chief Schmidt scheduling final probationary review for police officer and requesting comments/constructive criticism on his performance. 11)Letters sent to two firefighter candidates advising them to proceed with medical examinations. 12)Letter was sent to firefighter candidate that did not pass his psychological. 13)Letter sent to firefighter candidate advising that he failed to pass his individual oral interview on 4/29. 14)Email from VM Parrin advising not to proceed with replacement for third firefighter opening. 15)Re-Notice of Hearing—Appeal hearing for the suspension of police officer has been rescheduled for June 5, 2003 at 7:00 p.m. PENDING Police Officer Hiring Process—two openings (not being replaced at this time). Firefighter Hiring Process—five vacancies (authorization to replace three; in process).
