HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 12/16/2003 - r ,I c: Village Clerk �U MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON ]DECEMBER 16,2003 Chairman Bantner called the meeting to order at 6:45 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Chairman Gayle B. Bantner, Secretary Alan J. Shapiro, DDS, and Commissioner E. Butch Ehrke. It was moved by Commissioner Ehrke and seconded by Commissioner Shapiro that the minutes of October 21, 2003 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was moved upon by acclamation whereupon Chairman Bantner declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES The following invoices were presented for payment: 1) Police Consultants, Inc., Invoice 2966 dated 12/09/03 in the amount of$500.00 for psychological evaluation of police candidate. 2) Illinois Professional Firefighter's Association, Invoice for 2004 Membership Dues in the amount of$50.00. 3) Corporate Express, Invoice 47131071 dated 10/24/03 in the amount of$85.22 for misc. office supplies. 4) Theodore Polygraph Service, Inc., Invoice 14229 dated 12/12/03 in the amount of $200.00 for polygraph examinations for two police candidates. It was moved by Commissioner Shapiro and seconded by Commissioner Ehrke that the Board authorize the disbursement of funds for items 1, 3 and 4. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. It was moved by Commissioner Bantner and seconded by Commissioner Shapiro that payment of item 2 be denied. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. EXECUTIVE SESSION (Closed session minutes recorded). CORRESPONDENCE 1) Written Reprimand issued to Police Officer for violating Rules and Regulations, Section 26.1.IA, Rules of Conduct, Rule 29, Failure to follow medical roll procedures on September 27, 2003. MINUTES OF THE REGULAR MEETING FIRE AND POLICE COMMISSIONERS Page Two December 16, 2003 2) Notice of Oral Reprimand issued to Firefighter for violation of 17.1 of the current Collective Bargaining Agreement (not providing necessary notification of absence within the prescribed time period). 3) Written Reprimand issued to Police Officer for violating Rules and Regulations, Section 26.1.IA, Rules of Conduct, Rule 29, Failure to follow medical roll procedures on October 9, 2003. 4) Written Reprimand issued to Police Officer for violating Rules and Regulations, Section 26.1.1 A, Rules of Conduct, Rule 02, Any action or conduct which impedes the Department's efforts to achieve its goals or brings discredit upon the Department. 5) Notification of Cancellation of the November 18, 2003 regular meeting of the Board of Fire and Police Commissioners. 6) Letters dated 11/6/03 to four police candidates requesting confirmation of their decision to be removed from our eligibility list. 7) Letter to police candidate advising of his elimination from our eligibility list for lack of response. 8) Memo to Chief Goostree requesting comments and/or constructive criticism regarding the performance of probationary firefighter. Six-month probationary review scheduled for 12/17/03. 9) Notice of Oral Reprimand issued to Firefighter for violation of Rules and Regulations, Article IX, Section 9.21.24, Involvement in an avoidable accident causing damage to Engine 10 (114). 10)Amendment to Village Personnel Rules and Regulations concerning Reserve Duty. 11)Memo from Mayor Johnson regarding settlement of lawsuit. 12)Letters to two police candidates scheduling their individual oral interviews. 13)Memo from Chief Goostree regarding evaluation of the performance of probationary firefighter. 14)Letter to firefighter candidate requesting completion of background packet. 15)Order of Suspension issued to Police Officer for violating Rules and Regulations, Section 26.1.1 A, Rules of Conduct, Rule 49 (Failure to appear in court when required or scheduled). 16)Copy of Retirement Notification from Sergeant effective December 19, 2003. Copy of memo from Chief Schmidt to Village Manager advising him of the retirement. 17)Copy of letter from Police Candidate advising that he wishes to proceed with selection process. 18)Memo from Chief Schmidt requesting the promotion of Police Officer to the rank of Sergeant effective December 22, 2003. 19)Copy of flyer from IFPRA regarding the Firefighter Promotional Act. Current eligibility list effective until May 30, 2004. 2) Firefighter Hiring Process—five vacancies (no authorization to replace at this time). Current eligibility list effective until December 27, 2004. NEW BUSINESS 1) Instructed secretary to contact John Kelly to ascertain if there are any legal requirements concerning police, candidate currently serving in the Army in Baghdad. 2) Instructed secretary to contact Dr. Mendelsohn regarding the wording in a letter to a police candidate that did not pass his psychological evaluation. OLD BUSINESS ADJOURNMENT It was moved by Commissioner Ehrke and seconded Commissioner Shapiro that the meeting be adjourned.
