MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE. AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON MARCH 16, 2004
Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Gayle B. Bantner, Secretary Alan J. Shapiro, DDS, and Commissioner E.
Butch Ehrke.
It was moved by Commissioner Ehrke and seconded by Commissioner Shapiro that the
minutes of February 17, 2004 meeting beapproved as submitted and that the Board dispense
with the reading thereof. The motion was moved upon by acclamation whereupon Chairman
Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1) Theodore Polygraph Service, Invoice 14310 dated 3/1/04 in the amount of$125.00
for polygraph examination of police candidate.
2) The Clinic, Invoice dated 2/26/04 in the amount of$495.00 for medical evaluation
of police candidate.
It was moved by Commissioner Ehrke and seconded by Commissioner Shapiro that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
EXECUTIVE SESSION - (None)
CORRESPONDENCE
1) Copy of Client Alert from Ottosen Trevarthen Britz Kelly & Cooper, Ltd,
February 2004 edition regarding new amendments to Illinois' Military Leave of
Absence Act.
2) Copy of letter to Chief Schmidt requesting comments and/or constructive criticism
regarding the performance of police officer for his final probationary review.
3) Letter to police candidate requesting that he contact Theodore Polygraph to
schedule his polygraph examination.
4) Letter to police candidate advising him to report for his individual oral interview
on March 11, 2004.
5) Letter from John Kelly regarding, "A Positive Approach to the Firefighter's
Promotion Act"
6) Copy of our Hiring Information packet to be distributed to police applicants.
7) Notice of Suspension from Chief Schmidt to police officer dated February 20,
2004 for violating Rules and Regulations, Section 26.1.1A, Rules of Conduct,
Rule 49, Failure to appear in court when required or scheduled.

8) Memo from Police Officer requesting a hearing to appeal his one-day suspension.
9) Notice of Suspension from Chief Schmidt to police officer dated 2/20/2004 for
violating Rules and Regulations, Sections 26.1.1A, Rule 46, failure to operate a
Village vehicle in a safe and prudent manner, or to obey related traffic laws.
10)Written Reprimand dated 2/20/2004 from Chief Schmidt to Police Officer for
violating Rules and Regulations, Section 26.1.IA, Rules of Conduct, Rule 06,
Disobedience of a Written Order.
11)Written Reprimand dated 2/20/2004 from Chief Schmidt to Police Officer for

appeal hearing on 3/11/2004.

18)Written Reprimand dated 3/4/2004 from Chief Schmidt to Police Officer for
violating Rules and Regulations, Section 26.1.1A, Rules of Conduct, Rule 49,
Failure to appear in court when required or scheduled.
19)Memo dated 3/3/2004 from Chief Schmidt regarding Police Officer's six-month
probationary progress report.
20)Memo from Chief Schmidt regarding Police Officer's final probationary review.
21)Memo dated 3/11/2004 from Chief Goostree regarding Firefighter's six month
probationary progress report.
22)Copy of a summary judgement from Chief Goostree regarding a Mt. Prospect Fire
Department case stemming from Fire Lt. Promotional Process.
OLD BUSINESS
1) Meeting with Chief Schmidt to finalize details of police applicant orientation and
testing cycle.
2) Review draft of memo to Mayor, et al., regarding commission rule revisions. John
Kelly added a phrase to clarify our intent. Commissioners approved memo for
distribution.

NEW BUSINESS
1) Six-month probationary review for firefighter hired on 09/02/03.
2) Six-month probationary review for police officer hired on 09/22/03.
3) Final probationary review for police officer hired on 04/14/03. Commissioners
instructed secretary to submit letter to Human Resources transferring officer to
permanent employee status.
PENDING
1) Police Officer Hiring Process--four openings (Authorization to replace one for
July academy). Current eligibility list effective until May 30, 2004.
2) Firefighter Hiring Process—five vacancies (no authorization to replace at this
time). Current eligibility list effective until December 27, 2004.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Shapiro that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:00 p.m.
