HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 04/16/2004 - c: Village Clerk MINUTES OF TIRE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON APRIL 16,2004 Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Chairman Gayle B. Bantner, Secretary Alan J. Shapiro, DDS, and Commissioner E. Butch Ehrke. It was moved by Commissioner Ehrke and seconded by Commissioner Shapiro that the minutes of March 16, 2004 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was moved upon by acclamation whereupon Chairman Bantner declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1) The Register Star, Invoice #00.56603500 dated 03128104 in the amount of$330.31 for advertising for police exam 412004. 2) Daily Herald, Invoice T3238530 dated 3109104 in the amount of$21.25 for legal notice publication (appeal hearing). 3) Corporate Express—Invoice 50861136 dated 3126104 in the amount of$84.89 for print cartridges; credit memo --51286237 in the amount of$"59.72; total charge $25.17. 4) Ottosen Trevarthen Britz Kelly& Cooper, Invoice dated 3111104 in the amount of $1013.85 for court reporter and professional services relating to Appeal Hearing on 3111104. 5) Spanish American Newspaper, Invoice 43840 dated 4104104 in the amount of $360.00 for advertising for police exam 4120104. 6) Police Consultants, Inc., Invoice 401311 dated 4113104 in the amount of$500.00 for psychological evaluation of firefighter candidate. 7) Police Consultants, Inc., Invoice 3017 dated 3124104 in the amount of$500.00 for psychological evaluation ofpolice candidate. It was moved by Secretary Shapiro and seconded by Commissioner Ehrke that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. EXECUTIVE SESSION - (None) CORRESPONDENCE 1) Copy of brochure from IFPCA regarding their Spring 2004 seminar. 2) Copy of Passing Points Newsletter, March 2004 edition from PCI. 3) Interoffice memo announcingf:ndings and order regarding police officer's appeal hearing. Joe Mazzone regarding the findings and order for Police Officer's appeal hearing on 3/11/04. 5) Copy of letter to college placement offices (75) and local churches (23) announcing upcoming police of cer written examination. 6) Letter to Human Resources Officer advising that Police Officer has satisfactorily completed his probationary period and should be transferred to permanent status effective April 14, 2004. 7) Copy of Written Reprimand dated 03/05/04 issued to Police Officer for violating Rules and Regulations, Section 26.1.IA, Rules of Conduct, Rule 11, Incompetence of inefficiency in performance of duty. During a locker inspection, seven citations from 2003 were found that had not been presented to the violators for one reason or another. 8) Copy of Notice of Suspension dated 03/22/04 issued to Police Officer for violating Rules and Regulations, Section 26.1.1A, Rules of Conduct, Rule 49, Failure to appear in court when required or scheduled. 9) Copy of memo sent to Mayor, .Trustees and Village Manager regarding revisions to the Commission Rules (paramedic license in lieu of college hours for firefighter candidates and$20.00 application process). 10)Letter to police candidate advising him to schedule a medical evaluation with Dr. Boyajian. 11)Report of Proceedings (transcript)from John Kelly for the the 3/11/04 Police Officer Appeal Hearing. 12)Copy of memo dated 3/30/04 from Chief Schmidt to Police Officer affirming one- day suspension to be served on April 8, 2004. 13)Copy of Written Reprimand dated 4/2/04 to Police Off cer for violating Rules and Regulations, Section 26.1.IA, Rules of Conduct, Rule 01, Failure to follow a General Order. Officer failed to sign out Cook County citation books which is a direct violation of General Order 82.3.4. 14)Copy of Written Reprimand dated 4/2/04 to Police Officer for violating Rules and Regulations, Section 26.1.]A, Rules of Conduct, Rule 01, Failure to follow a General Order. Copy of retirement congratulations letter from Chief Goostree to Lieutenant. 18)Copy of memo dated 4/5/04 from Chief Goostree to Village Manager requesting authorization for the FPC to promote the next candidate on the Fire Lieutenant's List and hire the next candidate from the Firefighter's eligibility list. Village Manager noted his approval in the margin. 19)Retirement congratulations letter to Fire Lieutenant retiring on 5/7/04. 20)Letter to Firefighter appointing;him to the office of Lieutenant effective May 10, 2004. OLD BUSINESS -None NEW BUSINESS 1. Meeting with Dr. Mendelsohn to discuss format of summaries and conclusions on psychological evaluations. Dr. Mendelsohn to provide separate summary sheet for submittal to Police Chief and Fire Chief. PENDING 1) Police Officer Hiring Process--four openings (Authorization to replace one for July academy). Current eligibility list effective until May 30, 2004. 2) Firefighter Hiring Process—sig:vacancies (authorization to replace one at this time). Current eligibility list effective until December 27, 2004. ADJOURNMENT It was moved by Commissioner Ebrke and seconded Commissioner Shapiro that the meeting be adjourned.
