HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 11/16/2004 - �{ c: Village Clerk ti MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON NOVEMBER 16, 2004 Chairman Shapiro called the meeting to order at 6:00 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Chairman Alan J. Shapiro, DDS, Secretary E. Butch Ehrke and Commissioner Michael P. Kontek. It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the minutes of October 19, 2004 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was moved upon by acclamation whereupon Chairman Shapiro declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1) Police Consultants, Inc. Invoice 4058 dated 11/11/04 in the amount of$500.00 for psychological evaluation of police candidate. 2) Daily Herald invoice T3400985 dated 10/23/04 in the amount of$1533.25 for classified advertisement of firefighter hiring process. 3) Police Consultants, Inc., Invoice 4048 dated 10/22/04 in the amount of$1000.00 for psychological evaluations of two police candidates. 4) Ottosen Trevarthen Britz Kelly & Cooper, Ltd., Invoice 8951 dated 10/31/04 in the amount of$75.00 for review of age limitations for firefighter hiring process. 5) Police Consultants, Inc., Invoice 4054 dated 11/01/04 in the amount of$500.00 for psychological evaluation of firefighter candidate. 6) Courier News Invoice S1415403000 dated 10/31/04 in the amount of$393.68 for publication of classified advertisement for firefighter hiring process. 7) Jarosch Bakery, Invoice dated 1 V]3/04 in the amount of$19.44 for sweet rolls ordered by the Fire Department for staff working the 11/14 written examination. It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. CORRESPONDENCE ]) Memo from Village Manager regarding entry to Municipal Building on weekends or after hours. 2) Copy of Legal Insights from John.Kelly. 3) Copy of CALEA report from Chief Schmidt. 4) Copy of letter from police candidate confirming his decision to withdraw from our hiring process. \hniuc rf the RCLuhll 1lcen[IL 10_ .nn-I 5) Copy of letter from police candidate confirming his decision to withdraw from our hiring process. 6) Copy of letter to police candidate informing him that he did not pass his psychological evaluation. 7) Copy of letter to police candidate,advising her to schedule her medical evaluation. 8) Copy of memo from Chief Schmidt which includes notation from Village Manager authorizing the promotion of the next two (2)candidates on the Sergeant's Eligibility List to the rank of Sergeant effective 12/06/04 and effective 01/03/05). Vacancies were created by the retirements occurring on 12/04/04 and 01/01/05. 9) Copy of memo to Chief Schmidt and Chief Goostree requesting copies of driver's licenses. 10)Copies of letters to four police candidates requesting completion of our background packet. 11)Retirement Notification from police sergeant effective December 31, 2004. 12)Notice of Suspension dated 11/03,104 issued to police officer for violating Rules and Regulations, Section 26.1.IA, Rules of Conduct, Rule 49 (Failure to appear in court when required or scheduled). Suspension to be served on November 15, 2004. 13)Letter from Police Candidate requesting that we remove his name from our eligibility list as he has accepted a position with the Lisle Police Department. 14)Letter to police candidate advising that he did not pass his psychological evaluation. 15)Letter from individual pertaining to our police hiring process. Individual requested information regarding the type of tests administered and scores necessary to be considered for employment. 16)Memo to Chief Goostree requesting comments/constructive criticism of firefighter for his six-month probationary review. 17)Memo and evaluation from Chief Goostree regarding the six-month performance review of firefighter. 18)Letters from firefighter requesting, permission to review his personnel file. Copies of subsequent correspondence relating to same (emails to John Kelly and Village Manager). OLD BUSINESS -None NEW BUSINESS 1) Six-month probationary review of firefighter. 2) Review of firefighter written examination results with Dr. Mendelsohn. 3) Individual Oral Interviews for two police candidates. 4) Chairman advised secretary to make a copy of firefighter's personnel file and re- check with Village Manager's office concerning charges for copies. Fourteen names remain on the current eligibility list that will expire on June 1, 2006. 2) Firefighter Hiring Process—six vacancies; authorization to replace one at this time. Fifteen names remain on the current eligibility list that will expire on December 27, 2004. ADJOURNMENT It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting be adjourned.
