MINUTES OF THE REGULAR MEETING

OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON FEBRUARY 15,2005
Chairman Shapiro called the meeting to order at 6:00 p.m. in the Charles J. Zettek Building, 901
Wellington Avenue, Elk Grove Village and noted for the record that the following were present:
Chairman Alan J. Shapiro, DDS, Secretary E. Butch Ehrke and Commissioner Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the minutes of
January 25, 2005 meeting be approved as submitted and that the Board dispense with the reading
thereof. The motion was moved upon by acclamation whereupon Chairman Shapiro declared the
motion carried.
PRESENTATION AND APPROVAL OF ]INVOICES
1) Police Consultants, Inc. —Invoice 4109 dated 2/4/05 in the amount of$500.00 for
psychological evaluation of police candidate.
2) Police Consultants, Inc. —Invoice 4102 dated 1/31/05 in the amount of$1,356.00 for
multiple interview assessments for 67 firefighter candidates.
3) Theodore Polygraph—Invoice 14768 dated 2/9/05 in the amount of$250.00 for polygraph
examinations for two firefighter candidates.
4) Theodore Polygraph—Invoice 14767 dated 2/9/05 in the amount of$125.00 for polygraph
examinations for police candidate.
It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
CORRESPONDENCE
I) Letter to Chief Schmidt requesting comments/criticism on the performance of Ofc. Steven
Dickson for his six-month probationary review.
2) Letter to police candidate scheduling her individual oral interview.
3) Letter to police candidate advising him to schedule his polygraph examination.
4) Elimination letters to three firefighter candidates that failed to show for their group
interview.
5) Firefighter Eligibility List dated 2/3/05.
6) Pass/fail letters sent to firefighter candidates.
7) Letters to firefighter candidates 1 and 2, outlining the neat few requirements in our hiring
process.

9) Memo from D/C Lebert to Command Staff requesting comments and/or constructive
criticism regarding the performance of probationary officer.
10)Letter from Chief Schmidt to Police Officer advising him of his scheduled probationary
review on 3/15/05 at 7:15 p.m.
11)Copy of Written Reprimand dated 2/3/05 to police officer for violating Rules and
Regulations, Section 26.1.1A, Rules of Conduct, Rule 06 (Disobedience of an Order,
written or oral).
12)Notice of Suspension dated 2/4/05 issued to police officer for violating Rules and
Regulations, Section 26.1.1 A, Rules of Conduct, Rule 07 (Insubordination or disrespect
toward a supervisory member); and Rule 46 (Failure to operate a Village vehicle in a safe
and prudent manner). Suspension to be served on 2/22/05.
13)Memo from police officer requesting a hearing on the matter of his one-day suspension.
14)Letter to police candidate advising that he did not pass his psychological.
15)Letters to four police officer candidates requesting completion of their background packets
and advising them to contact Theodore to schedule their polygraphs.
16)Letters to four firefighter candidates requesting completion of their background packets
and advising them to contact Theodore to schedule their polygraphs.
17)Letter from former police officer regarding issuance of retirement commission card.
OLD BUSINESS
1) None
NEW BUSINESS
1) Individual Oral Interviews—two police candidates
2) Meeting with Chief Schmidt regarding Sergeant's Promotional Exam
3) Discuss possible dates for officer's appeal hearing; instructed secretary to contact
appropriate parties to schedule date.
4) Discussed letter from former police officer regarding issuance of retirement commission
card. Commission instructed secretary to send letter to Village Attorney to solicit input
from the Village Manager, Police Chief and Village Attorney.
5) Instructed secretary to contact PCI to obtain study list for upcoming Police Sergeant's
Examination.
PENDING
1) Police Officer Hiring Process—four vacancies; authorization to replace one at this time.
Eight names remain on the current eligibility list scheduled to expire on June 1, 2006.
2) Firefighter Hiring Process—six vacancies plus one on military leave; authorization to
replace two at this time.

ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting be
adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro declared the
motion carried and the meeting adjourned at 13:45 p.m.
