MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS - C E'VED
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON AUGUST 16,2005 SEP z 2 2005

Chairman Shapiro called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building, 901
Wellington Avenue, Elk Grove Village and noted for the record that the following were present:
Chairman Alan J. Shapiro, DDS, Secretary E. Butch Ehrke and Commissioner Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the minutes of
July 19, 2005 meeting be approved as submitted and that the Board dispense with the reading
thereof. The motion was moved upon by acclamation whereupon Chairman Shapiro declared the
motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Corporate Express, Invoice 62642166 dated 7/15/2005 in the amount of$10.00 for
office supplies.
2. Daily Herald—Invoice T3585399 dated 8/13/2005 in the amount of$25.00 for
publication of legal notice regarding suspension appeal hearing.
It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
CORRESPONDENCE
1. Memo from Chief Goostree to firefighter advising that paramedic decertification has
been granted effective 7115/2005.
2. Notice of Suspension issued to police officer for violating Rules and Regulations,
Section 26.1.1 A, Rule 49, Failure to appear in court when required or scheduled.
3. Notice of Suspension issued to police officer for violating Rules and Regulations,
Section 26.1.1 A, Rule 11, Incompetence or inefficiency in the performance of a duty.
4. Email received from Debra Carrino of ABCH advising that they are unable to provide
us with complete medical records :for the first three new hires that they processed.
5. Written Reprimand to firefighter dated 18 July 2005 for not using greater caution while
turning Quint 8 on June 7, 2005 resulting in over $15,000 damage to the quint and
replacement of a parkway tree.

6. Legal Insights Newsletter(Summer 2005 edition) from John Kelly's office.
7. Copy of Suspension Appeal from police officer
8. Notice of Hearing to be held on September 1, 2005 at 6:30 p.m.
9. Copy of memo to Chief Schmidt requesting comments and/or constructive criticism
regarding the performance of probationary officer hired On 7/6/2004.
10. Copy of memos to Chief Schmidt requesting comments and/or constructive criticism
regarding the six-month performance of probationary officers hired on 1/3/2005.
11. Memo from Chief Goostree regarding new title designation for individual responsible
for shift operations (Title of Captain changed to Batallion Chief`13C").
12. Copy of final version of the Lieutenant promotional language in the Fire Contract from
Chief Goostree.
13. Copy of memo to Chief Goostree requesting comments and/or constructive criticism
regarding the performance of three probationary firefighters hired on 3/21/2005.

PENDING
1) Police Officer Hiring Process—four vacancies;no authorization to replace at this time.
Two names remain on the current eligibility list scheduled to expire on June 1, 2006,
2) Firefighter Hiring Process—four vacancies plus one on military leave; no authorization
to replace at this time. Twenty-eight names remain on the current eligibility list
scheduled to expire on February 2,, 2007.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting be
adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro declared the
motion carried and the meeting adjourned at 7.15 p.m.
