Zettek Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Chairman Alan J. Shapiro, DDS, Secretary E. Butch Ehrke and Commissioner Michael P. Kontek. It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the minutes of October 18, 2005 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was moved upon by acclamation whereupon Chairman Shapiro declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1. Ottosen Trevarthen Britz Kelly & Cooper, Invoice dated 10/31/2005 in the amount of $630.00 for professional services rendered(appeal hearing). 2. LaRaza Newspaper, Invoice dated 10/30/2005 in the amount of$68.00 for publication of employment ad(police officer). 3. Schelli Reporting Service, Invoice 5744 dated 11/18/2005 in the amount of$213.60 for preparation of an original transcript for the hearing held on September 1, 2005. 4. Daily Herald, Invoice T3628259 dated 0/23/2005 in the amount of$1,260.00 for publication of employment ad (police officer). 5. Suburban Chicago Newspapers, Invoice S1003659000A dated 11/30/2005 in the amount of$339.62 for publication of employment ad (police officer). 6. Ottosen Trevarthen Britz Kelly & Cooper, Invoice dated 11/3/2005 in the amount of $92.50 for legal services rendered (appeal hearing). 7. Angle Press, Inc., Invoice 2840 dated 11/30/2005 in the amount of$90.00 for publication of employment ad (police officer). 8. Ottosen Trevarthen Britz Kelly & Cooper, Invoice dated 11/14/2005 in the amount of $698.00 for legal services rendered (appeal of findings and decision). It was moved by Commissioner Ehrke and seconded by Commissioner Kontek that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. Minutes of the Regular Meeting December 20. 2005 Paye 1 of 3 CORRESPONDENCE 1. Letter to police candidate advising that he did not pass his individual oral interview on 18 October 2005. 2. Notice of Cancellation of the November 15, 2005 regular board meeting. 3. Documents from the Cook County Clerk's office regarding officer's Request for an Administrative Review. 4. Notification of upcoming police officer examination distributed to all department heads in the Village. 5. Memo from Chief Schmidt regarding police officer's retirement announcement effective December 12, 2005; copy of officer's letter included. 6. Copy of the response to the Court filed by John Kelly on 11/14/2005. 7. Memo from Chief Goostree announcing the decertification of two paramedics effective November 7, 2005. 8. Memo to Chief Schmidt requesting comments/constructive criticism regarding the performance of probationary police officer hired on April 4, 2005. 9. Memo from Deputy Chief Lebert to police officer advising him to report for his probationary review on December 20, 2005 at 6:45 p.m; memo to Command Staff requesting comments/criticisms. 10. Notice of Suspension dated 18 November 2005 issued to police officer for violating Rules and Regulations of the Elk Grove Village Police Department, Section 26.1.IA, Rules of Conduct, Rule 49 (Failure to appear in court when required or scheduled). 11. Memo from Chief Schmidt advising that Commander has submitted a Letter of Retirement effective Friday, January 6, 2006; copy of commander's announcement memo included. 12. Written Reprimand dated 08 December 2005 from Chief Schmidt to police officer for violating Rules and Regulations of the Elk Grove Village Police Department, Section 26.LIA, Rules of Conduct,Rule 02 (Any action or conduct which impedes the Department's efforts to achieve its goals or brings discredit upon the Department. 13.Notice of Suspension dated 08 December 2005 from Chief Schmidt to police officer for violating Rules and Regulations of the Elk Grove Village Police Department, Section 26.L I A, Rules of Conduct, Rule 11 (Incompetence or inefficiency in the performance of a duty). 14. Memo from Chief Schmidt regarding the performance of probationary police officer. 15. Retirement congratulations letter to police officer; retirement effective 12/12/2005. 16. Retirement congratulations letter to Commander; retirement effective 1/06/2006. 17. Memo from Chief Schmidt to all police personnel announcing the appointment of police sergeant to the rank of Commander effective January 9, 2006. 18. Congratulations letter to sergeant on his promotion to the rank of Commander. 19. Memo from Chief Schmidt requesting promotion of the next candidate on the Sergeant's Eligibility List effective January 9, 2006 to fill the vacancy created by the retirement of Commander. 20. Appointment letter to police officer to the rank of Sergeant effective January 9, 2006. 21. Memo from Chief Schmidt to all police personnel announcing the promotion of police officer to the rank of Sergeant. Minutes of the Regular Meeting December 20. 2005 Page 2 of 3 OLD BUSINESS 1) None NEW BUSINESS 1) Six-Month Probationary Reviews for (1)police officer hired on April 4, 2005. 2) Discuss draft to Chief Goostree regarding Announcement of Fire Lieutenant Promotional Process; draft to be forwarded to John Kelly for review. 3) College Accreditation Requirements PENDING 1) Police Officer Hiring Process—six vacancies. Eligibility list is exhausted. 2) Firefighter Hiring Process—four vacancies plus one on military leave; no authorization to replace at this time. Twenty-eight names remain on the current eligibility list scheduled to expire on February 2, 2007. ADJOURNMENT It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting be adjourned.
