HomeMy WebLinkAboutJPZ - 02/22/1982 - ALARM ORD/HOME DAY CARE/HANDICAPPED PARKING MINUTES VILLAGE OF ELK GROVE VILLAGE JUDICIARY, PLANNING, ZONING COMMITTEE Monday, February 22, 1982 The J.P.Z. Committee Meeting was convened at 8:00 P.M. , Monday, February 22, 1982 in the Trustees Conference Room of the Municipal Building, 901 Wellington Avenue. Members Present: Petri, James, Chairman Bosslet, Joseph Hauser, Edward Members Absent: none Staff Present: Akely, Jay, Commander, Police Department Knickerbocker, George, Village Attorney Cech, Thomas, Village Engineer Alarm Ordinance Discussion resulted in the following recommended changes in the proposed ordinance: Residential systems should be exempt from the provisions of the ordinance. It was suggested that thirty (30) days might be in- sufficient to work out problems in new systems and sixty (60) days is more reasonable. Mr. Knickerbocker advised that the Chief of Police has the authority to grant such extensions upon determing a need. Home Day Care Centers The term "Day Care Homes" to replace "Day Care Centers" in all cases. Handicap Parking _ Much discussion over who should be required to provide spaces and how many. Existing formula appears to unfairly designate space allocation. The size of the handicapped space is also unresolved as different ideas on that proposal are unresolved. Mr. Bosslet felt these spaces should be one and a half times the size of normal parking stalls. Mr. Knickerbocker will draft a model ordinance and will present it for review at a future meeting. An unidentified resident was present and offered comments on both the handicapped and alarm ordinances. His comments were addressed and answered by both staff and JPZ members. The resident commented on police "roadblock" type enforcement practices as regards Village stickers. It was explained (method and goal) and legality assured. The meeting was adjourned at 9:48 P.M.
