Catmiittee meeting, as called by Chairman Petri at the regular Village Board Meeting of February 23, 1982, convened at 7:00 P.M. , Wednesday, March 3, 1982, in the Trustees Conference Roan of the Municipal Building, 901 Wellington Avenue. Members Present: Petri, James, Chairman Bosslet, Joseph Hauser, Edward Members Absent: None Staff Present: Engelbrecht, Fred, Chief of Police Rettenbacker, Thomas, Building Comnissioner Knickerbocker, Geo. , Village Attorney Others Present: None Dav Care Centers Chairman Petri indicated Day Care Centers item on agenda should teiTorarily be put on hold pending further review and discussion with Health Department. Paraphernalia Law Brief mention of Hoffman Estates paraphernalia law being upheld by Supremo Court. Village Attorney directed to review decision and report back to Committee in the future. Handicapped Parking Stalls Village Attorney presented Proposed Ordinance making mandatory the provision of handicapped parking stalls by each comiercial, professional, or service related establishment licensed to do business or perform a service by the Village of Elk Grove or State of Illinois. The number of handicapped parking stalls are to be determined by total parking spaces available at a given location. After review, the Committee and staff present posed several questions to the Village Attorney concerning (1) right of property owner to appeal, (2) fine stucture, and (3) enforce- ment if property owner fails to comply. Mr. Knickerbocker advised right to appeal or request for variation is existent before the Village Board much the same as in other matters. The fine is consistent with other parking violations. If a property owner fails to comply letters from the Building Commissioner and the Village Attorney would follow with the last resort being sumnoning the property owner before the Circuit Court. Handicap stalls will be determined by the Building Commissioner using similar criteria as State Accessibility Law. It is intended a letter be forwarded to all affected by Ordinance, after passage, advising of effective date (tentatively June 1, 1982) and where they may secure necessary signs. continued. . . JPZ Ccxr¢tuttee Meeting Minutes Wednesday, March 3, 1982 Page TVAD Alarm Ordinance Mr. Knickerbocker presented proposed Ordinance with revisions as suggested by the Conmittee after previous meetings and public hearing. Key modifications are elimination of Ordinance being applicable to single or multiple family dwellings, extension from thirty (30) to sixty (60) days for new alarm installations to correct any problems in the system before alarms generating from that premise being con- sidered false, and less lenient sanctions being imposed prior to revocation of license. Revised Ordinance, along with cover letter is to be sent by staff to those previously expressing interest and/or concern advising of modifications which were made. It will be rec- om -nded the JPZ Conmittee comprise the hearing body in regard to false alarm revocation along with representatives from O'Hare Association of Conmerce and Industry and .Alarm company.
