HomeMy WebLinkAboutJPZ - 06/29/1982 - SELF SERVE GAS STATIONS/PARAPH LAW/UNDER AGE DRINKING/ MINUTES VILLAGE OF ELK GROVE VILLAGE JUDICIARY, PLANNING, ZONING COMMITTEE Tuesday, June 29, 1982 The Judiciary, Planning and Zoning Committee, as called by Chairman Petri at the regular Village Board meeting on June 22, 1982, convened at 7:00 P.M. , June 29, 1982 in the Trustees Conference Room of the Municipal Building, 901 Wellington Avenue. Members Present: Petri , James, Chairman Bosslet, Joseph Hauser, Edward Staff Present: Knickerbocker, Geo. , Village Attorney Henrici , C. , Fire Chief Callahan, R. Supv. Bldg. Dept. The following topics come under discussion. Assistance of Handicapped persons at self-service gas stations: The discussion considered a proposed ordinance that would require assistance to handicapped at gas stations that provide self-service facilities in addition to full-service facilities. Handicapped Parking Stalls: Chairman Petri requested information regarding compliance with the provisions of Ord. 1513 and requested a report prior to the regularly scheduled Village Board Meeting on July 13, 1982. Paraphernalia Law: e content and merits of paraphernalia laws adapted by the County of Cook and some surrounding communities were discussed. The Village Attorney reported on some recent court decisions and the difficulties of enforcement inherent in paraphernalia laws. A discussion followed on the purpose of and what may be accomplished by the enactment of this kind of legislation. Mr. Hauser stated that he wanted to hear from the Chief of Police, either in person or in writting on this subject. Parental responsibility for under aged drinking: A newspaper article was introduced relating to an ordinance adapted by Glenn Ellyn, Illinois that fines parental responsibility for under aged drinking. The ordinance is intended to control the nuisance parties that sometimes develope in residential areas. Requirements for public sidewalks in commercial and industrial areas: Past variations and the approval of plans not showing sidewalks and the ability of the Village to require these walks was discussed. The economic and time restraint factors in implementing an enforcement program was considered. continued. . .. JFP Committee Mee6ing Minutes Tuesday, June 29, 1982 Page Two Soil erosion and sedimentation control : Questions were raised relative to the three acre minimum requirement of the ordinance . It was decided to refer this question to the appropriate working department. Reor anization of the ZoningOrdinance: brief discussion on the advisability of revising the organization of the zoning ordinances and other materials contained in the zoning ordinance loose leaf folder. Size requirements of parking stalls and width of driving lanes were discussed and some changes in the ordinance language was discussed. Permitted uses in the business districts were also discussed. Building Activities Code: The propose o� rdinance intended to adapt the 1981 editions of the B.O.C.A. Codes and the 1981 National Electrical Code were discussed with special emphasis on those sections that will require the installation of sprinkler systems in existing structures. Fire Prevention Code: Fire Chief Henrici introduced a rough draft of a proposed ordinance to adapt the 1981 edition of the Fire Prevention Code and the 1982 supplements to that code. Masonr Advisor Council Pro osed Ordinance: he ocument currently being circulated by the Masonry Advisory Council was discussed. Retail sales in industrial areas: Attorney Knickerbocker reported on his activities regarding retail sales and permitted uses in the industrial areas and how the performance standards relate to these uses.
