VILLAGE OF ELK GROVE VILLAGE
JUDICIARY, PLANNING & ZONING COMMITTEE
•Tuesday, July 20, 1982
The Judiciary, Planning & Zoning Committee, as called by Chairman Petri
at the regular Village Board Meeting on July 13, 1982, convened at 7;00
P.M. , July 20, 1982 in the Staff Conference Room of the Municipal Building,
901 Wellington Avenue.
Members Present: James Petri, Chairman
Joseph Bosslet
Edward Hauser
Staff Present: George C. Coney, Director of Finance
Rick Finn, Personnel Officer
Charles B. Henrici , Fire Chief
Thomas Rettenbacher, Building Commissioner
Leonard J. Flood, Asst Director of Finance
The following topics were discussed.
IMRF Employer Pickup Plan
The committee reviewed a report prepared by Mr. Rick Finn, Personnel Officer,
dated June 2, 1982. Mr. Finn was directed by the committee to prepare the
necessary resolution for consideration by the Village Board.
Industrial Revenue Bond Applications
The committee reviewed the applications from Mr. Orlando Magnelli, Mr.
Gary Feldmar and the Excello Press for Industrial Revenue Bonds (IRB's) .
Trustee Hauser questioned the reason for two separate applications from
Excello Press and Mr. Gary Feldmar for one project. Mr. George Coney,
Director of Finance explained that this was done based upon the advise of
their counsel with regard to tax and estate planning considerations. The land
and building would be acquired by Mr. Feldmar who is principal owner
and Chief Executive Officer of Excello Press. The facility would then be
leased back to Excello by Mr. Feldmar. Following a brief discussion,
Trustee Hauser suggested that the necessary resolutions be placed on the
July 27, 1982 agenda for consideration by the entire Village Board.
Chairman Petri and Trustee Bosslet concurred.
Trustee Hauser further suggested that pending Village Board approval of
these applications the Village staff advised the Greater O'Hare Association
of Industry and Commerce as well as major realtors that the Village is and
will continue to consider requests for IRB's.

Other Topics
Chairman Petri inquired as to whether letters had been sent out by the Village
Clerk relative to the question of assistance for the handicapped at self
service gas stations. He was advised that this was done following the last
Board meeting.
Trustee Hauser inquired about the status of the drug paraphenalia review
and was advised by Chairman Petri that the Village Attorney was preparing
information on the subject for the committee.
Chairman Petri adjourned the meeting at 8:10 P.M.
