HomeMy WebLinkAboutJPZ - 09/23/1982 - IND REV BOND/DAY CARE/PARAPHER LAW/GULLO REZONING Minutes Elk Grove Village Judiciary, Planning and Zoning Committee September 23, 1982 The meeting of the Elk Grove Village Judiciary, Planning and Zoning Committee was called to order at 7:00 p.m, in the Trustees' Conference Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Trustee James P. Petri, Chairman y Trustee Joseph T. Bosslet Trustee Edward R. Hauser STAFF PRESENT: Len Flood, Assistant Director of Finance Mark Toberman, Assistant Village Engineer Bob Callahan, Building Inspector Supervisor Jon Wildenberg, Administrative Assistant Kukla Press - Industrial Revenue Bond Request Len Flood presented a Memorandum of Agreement and a report from the financial consultant (Nuveen & Associates) regarding the Kukla Press request for an Industrial Revenue Bond in the amount of $4,000,000. The Nuveen report noted two (2) items: 1) Kukla Press is composed of a number of interlocking partnerships; and 2) The company's financial reports are not audited each year. Mr. Flood explained that since Kukla Press is not a large, public owned corporation, but rather a family-owned business, they character- istically are not required to publish a certified public audit every year. Flood further noted that if the Village Attorney approves the form and content of the Memorandum of Intent and the Resolution adopting same, the entire IRB request could be brought forward for consideration by the Village Board. JPZ Committee members unanimously recommended approval of the IRB request and asked that it be brought before the Village Board at its meeting of September 28, 1982. General Numeric Corporation Annexation A memorandum from the Assistant Village Manager regarding the annexation petition of the General Numeric Corporation was reviewed. Questions of future ingress and egress to areas surrounding the proposed annexation site (.49 acres, east of 390 Kent Street) were discussed. Staff was directed to investigate: 1) Whether the Stein/Ohlerking Annexation Agreement may be reopened for further negotiation to acquire right-of-way for public streets; and 2) The make-up of property owners in the vicinity between 390 Kent Street and the Stein/Ohlerking Property. JPZ Committee - 2 - September 23, 1982 Institutional Day Care Centers Trustee Petri noted that the Community Service Coordinator is researching the need for further regulation regarding the licensing of Institutional Day Care Centers. Paraphernalia Law Trustee Petri commented that Governor Thompson recently put an amendatory veto on current legislation at the State level allowing Nome Rule municipalities to impose equal or more stringent requirements in paraphernalia ordinances: Gullo Rezoning Petition The Committee Chairman explained that a recommendation from the Plan Commission should be forthcoming soon and that the JPZ Committee will make a recommendation to the Village Board at its meeting of October I2, 1982.
