Members Present: Edward Hauser, Trustee Joseph Bosslet, Trustee Staff Present: George C. Coney, Director of Finance Leonard J. Flood, Asst Director of Finance Others Present: Howard G. Krafsur, Partner, Bennett & Kahnweiler Associates The following Topic was discussed: Economic Development At the request of the JPZ Committee, Mr. Howard G. Krafsur was invited to speak to the Committee and discuss his ideas as they relate to economic development in the Village of Elk Grove. Mr. Krafsur noted that there is tremendous space currently available in the Centex Industrial Park, as is the case in many parts of the Chicago Metropolitan area. He noted that the problems which created this situation are ones over which, in many cases, the local community has little control such as the national economy or the wage scale in the State' of Illinois. Mr. Krafsur identified markets which the Council may wish to target such as major corporations, Chicago firms, international markets or retention of existing firms. Mr. Krafsur also noted that the waive of the future is to high-tech industries and industries with high potentional for future growth such as telecommunications, robotics, health care, insurance and service industries. It was suggested that the Council talk with the State of Illinois Economic Development Agency as well as the Greater O'Hare Chamber of Industry & Commerce. The possibility of making presentations to businesses currently located in Elk Grove Village was also suggested by Mr. Krafsur as a way of reminding businesses in the community of the advantages available here. Mr. Krafsur strongly endorsed positive steps in the economic development area such as providing developers and businesses with a one stop contact who could "walk through" the plan review, permit application processes and assist the party in obtaining answers to questions about village policies Page 2 and services. Mr. Krafsur further suggested that cold call contacts with firms currently located in Elk Grove Village may provide leads on other businesses considering relocation. Other suggested approaches which can be pursued are contacts with major industrial real estate brokers, bankers, public relations firms and ads in national newspapers or trade magazines. Mr. Krafsur concluded by stating that Elk Grove Village should sell to com- panies considering relocation the integrity and ethics which he sees evident in the community, he further cautioned against potential conflicts of interest which may occur if council membership is expanded to include individuals from the community. Mr. Krafsur offered to assemble some materials he felt would be useful to the Village in setting up the economic development program. Mr. Hauser thanked Mr. Krafsur for his presentation on behalf of the Committee. The meeting was adjourned at 5:58 P.M. Respectfully submitted, Leonard J.
