Members Present: Edward Hauser, Trustee Joseph Bosslet, Trustee Staff Present: George C. Coney, Director of Finance Leonard J. Flood, Asst Director of Finance Others Present: Henry C. Tonigan, President, Profile Publications, Inc. The following Topic was dicussed: Economic Development At the request of the JPZ Committee, Mr. Henry C. Tonigan was invited to speak to the Committee to discuss his company's approach to the economic development area. Mr. Tonigan is President of Profile Publications, Inc. , a company located in Crystal Lake, Illinois. Profile Publications, Inc. , specializes in conceptualization, development, design and production of 4 color booklets about communities which can be used in an economic develop- ment program. Profile Publications, Inc. , is currently active in approximately 41 cities in Illinois and 85-90 communities throughout the country. The firm has been in business for 13 years. The economic development package consists of three basic parts. The "quality of life" booklet which provides graphic and pictorial highlights of the community; statistical information sheets which can be updated when required; and a jacket cover into which the booklet and statistical information sheets are placed. Mr. Tonigan suggested targeting distribution through the State of Illinois Economic Development Agency, which maintains offices overseas (Brussels, San Paulo, Hong Kong and Japan) and local offices throughout the State. Other targets would be national corporations which the Village is seeking to attract, local industrial real estate brokers and industries which the Village seeks to retain. Retention and expansion of existing business should be, however, one of the major considerations of any economic development program, Mr. Tonigan noted. To further market the community, Mr. Tonigan suggested that the Committee first assess the talents of individuals currently on staff as well as current Board Members. Following this step, Mr. Tonigan suggested that the Committee look at developing a team of interested local bankers, industrialists, realtors and government officals to contact companies in person which are considering relocation. Page 2 Mr. Tonigan stressed that there is no point getting into economic development if the Village doesn't want to work at it. Some costs will be inevitable, a basic program does not necessarily require a large, dedicated staff to administer. The program can start out basic and build. The Committee thanked Mr. Tonigan for taking the time to appear and discuss his program. After the presentation, the Committee directed Mr. George Coney to arrange meetings with Mr. Stan Klyber of the Greater O'Hare Association of Industry and Commerce and a representative from the State of Illinois Economic Development Agency to further discuss the subject of economic development in Elk Grove Village.
