The meeting of the Judiciary, Planning & Zoning Committee, as called by
Chairman James Petri at the regular Village Board Meeting on May 24, 1983,
convened at 7:00 P.M., June 7, 1983 in the Trustees Conference Room of the
Municipal Building, 901 Wellington Avenue.

The following Topic was discussed:
Economic Development
At the request of the JPZ Committee Mr. Harry Pestine and Miss Phyllis
Podgorski were invited to speak to the Committee to discuss ways in which
the State of Illinois can assist the Village of Elk Grove in promoting
commercial and industrial development in the community.
Mr. Pestine and Miss Podgorski are with the State of Illinois, Department
of Commerce and Community Affairs (DCCA) .
The Department of Commerce and Community Affairs (RCCA) was established to
promote community and economic development in Illinois. RCCA serves as a
central source of information and assistance for businesses and local
governments in the state.
RCCA was created October 1, 1979, by merging the Department of Local Government
Affairs, the Governor's Office of Manpower and Human Development, and the
Department of Business and Economic Development, in order to consolidate
their economic and community development programs and increase the effectiveness
of the state in industrial and community development.

The primary mission of the agency is to ensure economic stability, enhance
business prosperity, increase employment and training opportunities and
promote the increased capabilities of local governments and other public and
not-for-profit entities to achieve balanced development of physical, economic,
fiscal, and human resources.
The marketing and communications division, for which Mr. Pestine and Miss
Podgorski work, is solely concerned with retaining, expanding and promoting
business and economic development throught the State of Illinois. The
Department has recently completed a reorganization which has resulted in the
State being divided into six regions. Region 1 encompasses the Chicago
Metropolitan area. DCCA currently administers 40 programs in the economic
development and urban administration areas.
Mr. George Coney explained that the Village is seriously interested in
creating a dynamic economic development program. He outlined the process
that the Village and the Committee has followed to date in this regard.
Mr. Pestine expressed his pleasure with the attitude that the Village has
adopted. RCCA seeks to create a partnership with communities throughout
the State. Their goal is to cut through the red tape and administrative
bureaucracy of State government, and help business and industry in relocation
and expansion. Mr. Pestine emphasized that retention and expansion of bus-
inesses in the Village should be our first goal. Retention without expansion
does not support growth in the community. 80% of the new jobs in the
Village will come from existing firms.
Mr. Pestine noted that the Village's decision to issue Industrial Revenue
Bonds was an extremely positive action, helping to offset the higher taxes
industries pay in Cook County by helping to lower the cost of financing.
He suggested that the idea of "rolling over" IRB fees into the Village's
economic development program was a good approach, thus putting the costs
for promoting the economic development program on IRB users who benefit by
it.
To aid businesses in relocation and expansion, DCCA maintains a computerized
community profile of all towns in Illinois with pertainent information on
each. This is only one way RCCA fosters contact with businesses. In addi-
tion, they offer professional referrals and maintain information on their
computers as to available sites, both vacant and developed parcels, in towns
throughout the state.
The nationally unique Illinois Industrial Sites and Building Location
Data Base (SBL) provides a company seeking to expand or relocate in Illinois,
a means of identifying a site or building that will meet their location
criteria, (such as transportation, labor force, etc.) . Thisis in addition
to the demographic information on the particular community and the services
available at any specific location.

Mr. Pestine acknowledged the work of the Village staff in providing information
on vacant parcels and stated that their department should be advised of all
new annexations of vacant property in Elk Grove Village in order to keep
their records current. Information on vacant buildings is generally obtained
from industrial real estate brokers and developers. Mr. Pestine suggested
that the Village encourage developers and realtors to supply information to
DCCA on vacancies in the Village in a format consist with the SBL Data Base.
Miss Podgorski briefly discussed the Illinois, Inc. , campaign which is an
alliance of state government, business, labor, communities, units of local
government joined in an international marketing and economic development
program which invites the world to "Discover the Mangnificent Miles of
Illinois". It was suggested that the logo

should appear on all economic development literature as a sign of our
committment to the growth of business and industry in Illinois.
The Village can join with the State in advertising the community in various
trade journals and magazines at a significant cost savings over advertising
on our own. We can even target certain markets we wish to attact under
this program.
The use of economic development literature such as the "puff - pieces",
quality of life books and statistical information sheets was strongly en-
couraged. According to Mr. Pestine the Village of Elk Grove has a definete
attraction factor. Within the community is the nations largest industrial
park and the types of companies located here have made Elk Grove Village
known throughout the world.
Mr. Pestine felt that economic development literature on Elk Grove Village
would be extremely beneficial to the State of Illinois in attracting
businesses here because of Elk Grove Village's role as the leading industrial
community in the country. He indicated that such information could be dis-
tributed throughout DCCA's foreign offices and would be carried to special
shows and exhibitions because of Elk Grove Village's name recognition value.

Mr. Pestine suggested that the Village consider including information
in their economic development literature on DCCA and especially two pro-
grams operated through the State -
Small Business Growth Corporation and industrial Training
Program (ITP)
Businesses seeking to relocate or expand in Illinois may not be aware that
ITP pays a portion of the salaries of new workers while they are being
trained. Such information would be significant to a firm weighing the
benefits of several locations across the country.
Mr. Pestine urged the Village to get involved in the Illinois, Inc.
Campaign. There is no cost for the Village to become a member. In
addition, Miss Podgorski suggested that we use the services of DCCA to help
sell the benefits of Elk Grove Village. This would include advising their
department of all inquiries regarding building or expansion within the
Village as well as requests for information on IRB's. Their interests
would be concentrated entirely on locating or expanding that business within
Elk Grove Village.
At the conclusion of the meeting Miss Podgorski indicated that she would
be sending the Village the following information:
1. Information on the Illinois, Inc. Campaign.
2. Samples of the advertisement used by the State in promoting
economic development with participating organizations.
3. Blanks for updating the Villages Community Profile.
4. Copies of the statistical fact sheets used by the State in
their promotional literature.
Those in attendance thanked Miss Podgorski and Mr. Pestine for their comments
and suggestions.
The meeting was adjourned at 9:40 P.M.
