The meeting of the Judiciary, Planning & Zoning Committee, as called by
Chairman James Petri at the regular Village Board Meeting on June 14, 1983,
convened at 7:00 P.M. , June 21, 1983 in the Trustees Conference Room of
the Municipal Building, 901 Wellington Avenue.
Members Present: James Petri, Chairman
Edward Hauser, Trustee
Joseph Bosslet, Trustee

Others Present: Charles Zettek, Village President
The following topic was discussed:
Economic Development Council
The Council reviewed the draft of a report on economic development including
recommendations intended to set the course of the economic development
program.
Trustee Petri noted that the draft did not emphasize the fact that the
State of Illinois, through the Department of Commerce and Community Affairs,
will pay part of the cost of training for firms relocating to or expanding
their operations in the Village. President Zettek noted that payment of
the cost of training employees could also be funded by the Private Industry
Council (PIC) which was recently approved for the North and Northwest suburbs
through the efforts of the Northwest Municipal Conference and its member
communities. PIC will have over $4-� million available for re-training of
unemployed workers, upgrading of workers and on-the-job training for new
workers.
The Council discussed the importance of getting local colleges involved in
the economic development program from the beginning. Trustee Bosslet noted
that the draft should provide a clearer statement of the proposed plan to
have the JPZ Committee, the Village President and the Director and Assist-
ant Director of Finance act as the Economic Development Council at this time.
Trustee Hauser noted that the report should emphasize that all Village Board
members would need to make a personal commitment to the economic development
program if it is to succeed. This may include making personal appearances
before various business groups or at trade shows in the Chicago area.

The proposal from Profile Publications, Inc. of Crystal Lake was again
reviewed. it was unanimously recommended by those present that Village
Board should be requested to award a contract to Profile Publications
to create, publish and deliver 10,000 quality of life booklets and 3,000
sets of statistical information sheets and presentation jackets at a cost
of $39,665.
The Council called for a meeting with the full Village Board at 7:00 P.M.
June 28, 1983, just prior to the next Village Board meeting to discuss in
general the recommendations of the Council in regards to the economic develop-
ment program and specifically the award of the contract to Profile Publications.
The Committee Meeting was adjourned at 8:20 P.M.
