HomeMy WebLinkAboutJPZ - 08/27/1984 - LIQ LIC WHOLESALE DEALERS/BUS LICENSES/PARKING STALLS MINUTES VILLAGE OF ELK GROVE VILLAGE JUDICIARY, PLANNING & ZONING COMMITTEE Monday, August 27, 1984 Members Present: James Petri, Chairman Joseph Bosslet, Trustee Edward Hauser, Trustee Staff Present: George Knickerbocker, Village Attorney Thomas F. Rettenbacher, Building Commissioner Paddock Publications: Dan Rozek The Judiciary, Planning and Zoning Committee meeting was called to order at 7:50 PM by Chairman J. Petri. Trustte J. Bosslet was present, Trustee E. Hauser was absent. The following topics were discussed. 1. Liquor Licenses for Wholesale Dealers The committee discussed with the Attorney, George Knickerbocker, the State requirements for a Wholesaler License which are mandatory. For the small number of wholesalers in the Industrial Park, they agreed that nothing would be gained at this time by requiring a Village Wholesale License. 2. Business Licenses - Contractors, Carpenter, Brick Mason, Cement Mason The Committee discussed a list of what other communities who required business licenses for various contractors, The State of Illinois License Plumbers, and communities with Electrical Commissions, registered Electrical Contractors. Before a building permit can be issued the Village requires a business license, a State license from plumbers, a proper registration from an Electrical Contractor. We do not give a test for a business license but can revoke a business license and thus stop permit issuance. It was agreed to continue as we have been. 3. Mailing List After lengthily discussion concering Freedom of Information Act, Commercial versus Non-Commercial, in Village and out of Village users, and George Coney's memo on Village costs, George Knickerbocker will adjust and redo the Resolution that he had previously prepared. Political and Garage Sale signs were discussed and past actions concering them especially as to their posting on public property. It was agreed to leave the present regulations on the books. 4. Parking Stalls After a discussion of the report prepared by the Building Commissioner it was agreed that the parking stall size be changed to 9 foot by 19 feet (from the present 10X20) . The requirements for the width of handicap stalls will remain the same. JPZ Committee Meet. 6 Minutes Monday, August 27, 1984 Page 2 A change will be prepared by the Building Commissioner and Attorney to have the Plan Commission review and approve of any requests to permit overhangs over other than concrete or blacktop. The requirements for loading spaces for Motels and Office Buildings will be changed as presented in the Building Commissioner's report. 5. Gullo requests for rezoning 0&T to I-1 The model of the proposed industrial building was briefly discussed — no recommendation at this time. 6. Mary Salzenstein Reports Oct. 1982 and June 1984 The Attorney stated that Mary Salzenstein told him that the standards he prepared would give us control of the operation used by Film Recovery. After further discussion with Fire Chief Henrici concerning the Toxic Actions Law (State of Illinois) that this problem was highly technical and would require an appearance before the Committee by Mary Salzenstein to explain the controls proposed. Trustee E. Hauser Arrived 9:05 PM. The discussion continued after Trustee Hauser was briefed by the Committee. A copy of the Salzenstein report was given to Fire Chief Henrici. He was asked to review it and if he had comments to return them to the Committee. This was a result of his activities and inspections under the Toxic Action Law. After further discussion regarding Industrial Park uses, it was agreed to meet with Mary Salzenstein to get his input and hopefully bring about a better understanding of the technical report.
