Petrie, Chairman; J. Bosslet; E. Hauser Staff: T. Rettenbacher, Building Commissioner Resident: Mr. Hezinger - 1210 Robin Drive The following items were discussed: Zoning Board of Appeals Docket 86-2 - 1210 Robin Drive A discussion was held with Mr. Hezinger regarding his request for a variation and his contact with his neighbors and their reactions since the Public Hearing. He did talk with them but did not reach an agree- ment. Their main concern was for noise that could come not from Mr. Hezinger but future owners. Discussion was held as to altering or relocating the structure and our code requirements. It was agreed that this would not impact noises from this property. After further discussion it was agreed to recommend Do Grant for this variation request. Zoning Performance Standards It was agreed to inform the attorney to proceed with the Zoning and Per- formance Standards as proposed by Mary Salzenstein of Polytechnic and not make reference to the State of Illinois High Hazard Standards. This subject has been discussed at other meetings with the Village Attorney, Fire Chief and Building Commissioner. Political Signs It was agreed that notices should be sent to candidates or their organiza- tions to the effect that if signs are not removed after the election date that the Village would collect fines for not removing them. Airlane Motel (Bondioli Busse Rd. ) It was agreed after discussion to seek information from Gary Parrin, Assistant Village Manager, concerning previous commitments or agreements with Mr. Bondioli regarding the demolition of the motel . It was the committee's feeling that at one step in his annexation at the time of annexing the restaurant that Bondioli was agreeable to demolition of the motel . continued. . . . . . . . . . JPZ Minutes April 2, 1986 Page 2 Devon Avenue - Zoning Designation A report from Robin Weaver, Administrative Assistant, on this subject was discussed. A lengthy discussion followed on zoning requirements for all Business Districts (B-1 through B-4) and their requirements, such as 5 acres for B-1 through 20,000 square feet for B-4. Considerable dis- cussion for the minimum lot width at front yard line 150 feet for B-2 and B-3, 100 foot for B-4. The possible and permitted uses for the districts were reviewed and the side and rear yard requirements when the property abuts business or residential properties. The requirements are 0 for B-1, B-2, and B-3 unless they abut residential , then it is B-1 50 feet, B-2 or B-3 75 feet. B-4 Office Transitional is 20 foot side, 30 foot rear or both 75 feet when abutting residential . It was established that the majority of the lots are 134 foot in width so they would only meet the B-4 requirements (100 feet) as they now exist. It was agreed that: 1. Recommend B-2 zoning. 2. That provisions be made to eliminate the setbacks from residential as the properties come in because this require- ment will cease as abutting properties are annexed. (This will be referred to the Village Attorney for his recommen- dation to accomplish this idea. ) 3. The JPZ does not recommend any variation to the 150 foot frontage requirement. Line of Sight Restrictions It was agreed that this subject should be a separate meeting and to invite the Police Chief and Building Commissioner and start the meeting early enough so a field inspection can be made. No date was set. Tree Roots in Sanitary Sewer Service Lines A proposal for the Village and resident to participate in the cost of tree removal and planting of new trees was discussed. It was agreed that this be done as proposed and submitted to the Board. Ordinance - Satellite Receiving Dish A review was made of materials submitted along with a report from the Building Commissioner. It was agreed to continue as we are doing and if new information becomes available in the future to put the item back on the agenda. Adjourn 10:00 P.M. TFR/bwm
