JPZ COMMITTEE MEETING
MONDAY, NOVEMBER 24 , 1986 - 7 : 00 P.M.

The following topics were discussed:
Inoperable Vehicles
The Police Department had recommended that the time required to
take enforcement action as pertains to inoperable vehicles be
reduced. The present thirty (30) days required for the vehicle
to be in an inoperable condition and the additional sixty (60)
days the owner has to make it operable or remove, dilutes the
Ordinance and its ' intent to have these eyesores removed in a
timely manner. The Committee agreed upon a seven (7) day
inoperable condition before the owner is notified and a fifteen
(15) day allowance before the vehicle has to be operable or
removed. The Police Chief offered that an extension could be
granted through his department if extenuating circumstances
existed, i.e. , restoration, parts unavailability, etc. To
receive such extension, the vehicle owner would be responsible
to request extension. For 12-16-86 Board Meeting.
False Alarm Ordinance
Village Attorney presented the Committee with two (2) proposed
amendments to the False Alarm Ordinance as recommended by the
Police Department.
1) Raises the penalty for in excess of ten (10) false alarms
from $50 to $100 each. Following the tenth false alarm

revocation or extension of user license processes have
begun and during the time between written correspondences,
additional false alarms can be received and they should be
invoiced at $100. For 12-16-86 Board Meeting.
2) Increases Alarm User License fee from flat $25 , based upon
number of false alarms the previous calendar year. License
fee could be $500 for those with more than thirty (30)
false alarms. Committee to take under advisement.
Congregate Housing
Village Attorney presented Congregate Housing Ordinance and
discussion ensued with concerns being expressed by both the
Attorney and Committee members about being overprotective and
legislating operations to the extreme, adopting a "big brother"
attitude requiring constant monitoring. Board of Health and
Health Department to review. Under further review by Committee
also.
Day Care Ordinance
Question arose as to Day Care Ordinance in discussion on
Congregate Housing. Mrs. Yiannias to provide report regarding
feedback.
No Smoking Ordinance
Trustee Bosslet suggested moving ahead on No Smoking Ordinance.
Trustee Hauser suggested hardships may be caused under certain
circumstances and did not believe such an Ordinance would meet
with favor citing comments received or read in the newspaper.
Under further review and consideration.
Liquor Serving Ordinance
Committee wishes to look further into possibility of adopting
such an Ordinance. Additional information to be provided them by
Mrs. Weaver.
Line of Sight
Trustee Hauser questioned status of line of sight issue. Mr.
Rettenbacher to supply Committee with overlays and
recommendation.
Zoning Performance Standards
Concern expressed over means by which industrial tenants can be
controlled to ensure non-danger to community and Village
employees (firemen) .

Taxicab Ordinance (Public Passenger Vehicle Concept)
Trustee Hauser inquired of the Attorney if he had reviewed
document reference regional testing of public passenger vehicles
and their operators. This has not been accomplished as yet.
The Police Chief indicated he was comfortable with the testing
procedure proposals in response to Trustee Hauser inquiry. The
Chief indicated that several sister communities were hoping to
have Ordinance in place on January 1, 1987 . Under further
review.
