The JPZ Committee met at 8:00 p.m. in the Trustee's Conference
Room. The following items were discussed:
1. Congregate Senior Housing Proposed Ordinance
2. Rental Housing Proposed Ordinance
3. Tanning Parlor Proposed Ordinance
4. Commercial Maintenance Proposed Code
1. Congregate Senior Housing Proposed Ordinance
The Committee discussed and reviewed the attorney's draft
of the proposed Congregate Senior Housing Ordinance. The
document was acceptable to the Board of Health and JPZ. Trustee
Petri directed the Health Coordinator to have the document
placed on the July 28, 1987, Village Board Agenda with copies
being sent to the President and all Board Members before that
meeting.
2. Rental Housing Ordinance
The topic of adopting a new Rental Housing Ordinance was
discussed. Currently 20% of multi family homes (except for condos)
are inspected annually. Rental single family homes are not
inspected except upon complaint and only the exterior is inspected
during routine inspections. JPZ would like the Board of Health
to review the situation with the intent of finding problem areas
and coming up with a code that would resolve these problems.
Altering the current Housing Maintenance Code was also discussed
along with initiating a fee system for rentals. A report will
be prepared for JPZ to review which would include statistics
of the current Housing Maintenance program and what effect
changes in the code would cause.
3. Proposed Tanning Booth Ordinance
JPZ discussed the proposed Model Tanning Booth Ordinance. Since
there are only two current tanning booths in the Village, the
Committee requested that they get a legal opinion on banning
them. No action or further discussion will take place until the
attorney is consulted on this matter.
4. Commercial Maintenance Code
JPZ discussed the possibility of a Commercial Maintenance Code.
The Building, Fire and Health Departments had discussed the
possibility of adopting the 1984 BOCA Existing Structure
Maintenance Code for Commercial Buildings. The JPZ Committee
would like the Building Department to pursue the possible
adoption and implementation of this Code since it is a BOCA Code.
