William Clark, Fire Department Commander Mel Mack, Police Department Allan Boffice, Director of Engineering & Community Development Nancy Yiannias, Health Co-ordinator Absent: Trustee Ed Hauser, JPZ SKATEBOARDING Chairman Gallitano began by addressing the skateboard problem. Each trustee represented personal observations of the scope of the problem. The Police Department represented experiences and the scope of the problem, i.e. , numerous skateboarders interfering with traffic in the fire lanes at the Elk Crossing in front of the Jewel; in the parking lots interfering with traffic at both the Elk Crossing and Grove Mall shopping centers; groups of youths, 10-20 in number, in the Grove Mall interfering with pedestrian traffic; in Circle Bay Estates youths interfering with on-street traffic flows. Some discussions took place relative to skateboard ramps at the bottom of driveways and in streets. A citizen, Mrs. Bartoli who lives on Leeds La. , represented the interests of skateboarders and urged that an ordinance not be passed prohibiting skateboard usage. The final discussion Mr. Gallitano directed Mr. George Knickerbocker, the Village Attorney to research existing ordinances and their applicability. He directed Commander Mack of the Police Department to prepare a letter written under the Commander's name, representing and on behalf of the Judicial Planning and Zoning Board, directed to Mr. Claes urging that the Park District look at designating a facility for the recreational use of skateboards. DEFINITION OF COMMON OPEN SPACE As a result of concerns voiced at the joint JPZ/Plan Commission meeting held July 19, 1989, the Village Attorney was directed to prepare a definition of Common Open Space. The Attorney distributed a draft definition for preliminary review. After review and discussion, the JPZ directed the Director of Engineering and Community Development to forward the draft copy of the Common Open Space definition to the Plan Commission for their review and consideration. PERFORMANCE STANDARDS In anticipation of the October 3, 1989 public meeting Trustee Gallitano solicited suggestions for advising members of the industrial park. The Director of Engineering and Community Development stated that the zoning performance standards also applied to business and commercial users and that they would need notification of the meeting. Trustee Gallitano suggested that a notice be prepared with a one or two page summary of the new standards and sent bulk rate mail to all affected parties. In addition, Trustee Gallitano recommended that the October 3, 1989 meeting be videotaped. In addition, notice could also be placed in the local paper and Greater O'Hare Association Newsletter. The JPZ requested that the draft notice with attached summary be distributed to all Trustees in the Friday, September 8, 1989 CARE package. The Village Attorney was directed to prepare the notice; the Fire Chief was directed to prepare the summary on regulating toxic substances; and, the Director of Engineering and Community Development was directed to summarize all other performance standards. CHEMICAL LAWN SPRAYING The Lawn Chemical Application and Notice Act (HB 1328) passed both houses (7/26/89) and is waiting for the Govenor's signature. No opposition is expected. The Act will regulate the posting of the use of lawn chemicals on lawns and plants. When the State Law goes into effect (January 1990) the Village should put a news item in their newsletter to inform residents. A letter was sent to the Village Board from two residents (Alyce Gilarski and Donna Tognocci) regarding pets that they lost which they feel was due to lawn treatment chemicals. A letter will be sent to both of them informing them of the new state regulation as well as a name and number of an agency they can contact to get action if they should encounter further problems. Mr. Gallitano spoke with Mr. Hauser and he was in agreement with the above action. SHOPPING CENTER DEBRIS ORDINANCE Mr. Knickerbocker discussed the proposed ordinance with judges and feels it could be enforceable and stand up in court especially if the section on mandatory part time help used for cleanup is incorporated in the ordinance. He will also look into licensing management agents for Shopping Centers. Mr. Knickerbocker will revise the current proposed ordinance for presen- tation at the next Village Board meeting. Mr. Gallitano spoke with Mr. Hauser and he was in agreement with the above action. RENTAL HOUSING ORDINANCE Several items were discussed by the committee i.e. the need for such an ordinance; the issue of enforcement; licensing issue; ability to gain entry into homes and the cost of the program. Mr. Gallitano spoke with Mr. Hauser earlier and Mr. Hauser objects to the ordinance. Mr. Knickerbocker has some problems with the ordinance and thinks perhaps a different approach should be used. He feels tenants should be informed of their ability to register complaints of violations and the current Housing Code could be used to enforce. He also went on to say that some stronger enforcement provisions in the proposed ordinance could be incorporated in the current housing code. The Village Attorney will work with the Health Coord- inator on adding revisions to the current code. Mr. Gallitano instructed the Health Coordinator to take the following action: 1. Identify all rental housing units 2. Communicate to the tenants of their ability to register their complaints to the Health Department. 3. Identify - by making visual inspections of single family rental properties - those properties that "look" like they may be "run down" or in need of maintenance. 4. Go door to door to those properties that may be "run down" externally and see if entry could be gained by this personal contact. c: Chairman & Members JPZ President & Board of Trustees Village Clerk Village Manager Assistant Village Manager Administrative Assistant Director of Engineering & Community Development Fire Chief Police Chief Health Coordinator Village Attorney DEFINITION OF COMMON OPEN SPACE The required amount of land in Planned Developments and Multi-family Special Use developments unoccupied by buildings and structures which is intended and designed for the use or enjoyment of the residents of such developments. Common Open Space shall not include parking lots and driveways and access ways thereto; public rights-of-way and streets; and land located within 30 feet of a principal building or structure. 8/29/89
