Village Manager Ray Rummel, Administrative Assistant Alan J. Boffice, Director, DE/CD George Knickerbocker, Village Attorney COIN OPERATED AMUSEMENT DEVICE TEXT AMENDMENT The Committee reviewed the ordinance prepared by the Village Attorney. The Director of Engineering and Community Development noted that the park district and the miniature golf course have coin operated amusement devices, but those places could not operate those devices under the proposed ordinance. It was the consensus of the Committee to have the Village Attorney add the following sections to the proposed ordinance: (g) Park District Facilities; (h) Miniature Golf Courses; and, (i) Other Recreational Uses as approved by the Village Manager. Once the ordinance is prepared, it is to be forwarded to the Village Board for their consideration and action. PARKING STANDARDS IN INDUSTRIAL ZONED DISTRICTS The JPZ Committee directed the Village Attorney to ascertain whether or not restrictive covenants exist on industrial park deeds prohibiting parking on the street. The Committee then discussed parking issues surrounding parking within the 25 foot setback and the issues encompassing the variation request at 2100 Landmeier. Pa ge 2 it was the consensus of the JPZ Committee to recommend the following: (1) Allow parking in loading docks and driveways which are located within the 25 foot setback by continuing the stay of enforcement of the parking prohibition. Parking in loading docks and driveways would be permitted only to the extent that such parking does not interfere with emergency vehicle access. (2) Properties which presently have existing, non- conforming parking areas which encroach upon the 25 foot setback shall be permitted to operate as legal, nonconforming uses. The Village Attorney is to render an opinion on this matter. (3) Additional companies requiring parking in the 25 foot setback should petition the Zoning Board of Appeals for a variation based upon a demonstrated need or hardship as the current code provides. (4) Approval of the Zoning Board of Appeals' recommendation to grant the parking variation to Scott Lift Truck at 2100 Landmeier based on the following: (a) the amount of green space, landscaping, and screening which will be provided. (b) A demonstrated need to expand parking into the front yard. (c) The parking area will be used for automobiles only. (d) Parking will be prohibited in fire lanes and the parking area cannot impede the movement of emergency response vehicles. pp c: Chairman & Members of JPZ Committee, Village President, Board of Trustees, Village Clerk, village Manager, Assistant Village Manager Administrative Assistant, Director, DE/CD, Village Attorney
