JUDICIARY, PLANNING AND ZONING COMMITTEE
FEBRUARY 28, 1991

COMMERCIAL VEHICLE PARKING IN RESIDENTIAL AREAS
Members reviewed photographs and discussed concerns regarding
commercial vehicle, boat, camper and recreational vehicles parked in
residential areas of the Village noting that many other communities
have regulated these types of vehicles by size and/or licensure.
In the absence of a consensus relative to regulating these
vehicles, it was the Committee's direction to have the pictures of
the vehicles circulated to the entire Village Board and to obtain
comments from the Board Members at a later date.
PARK AND SHOP REZONING - B1 TO B3
Members reviewed the site plan for the proposed Shell Station
remodeling and car wash construction. The Park and Shop rezoning is
necessary in order for Shell to acquire additional property necessary
for their reconstruction.
Members voiced concerns over traffic problems created by the car
wash indicating that we are pursuing an improvement to Arlington Heights
Road to reduce traffic congestion and approval of the car wash will
create additional congestion.
Committee members agreed to review this item with the full Village
Board in order to present and discuss the Committee's concerns.

PARKING IN B2 - B3 - BUSINESS DISTRICTS
The Committee reviewed the proposed parking changes prepared by
staff. The Director of Engineering explained that while the proposed
changes will bring the village's requirements in line with regulations
in adjacent communities, they will not solve the problems of vacant
store fronts in shopping centers where there are inadequate parking
facilities.
The Committee recommended that we encourage developers of such
vacant store fronts to obtain tenants with the assurance that the
Village will expedite the Zoning Variation process to accommodate their
lack of adequate parking.
