Hammar, Police Commander OTHERS PRESENT: Craig Johnson, Village Trustee Nick Scouffas, Special Agent, Bureau of Alcohol, Tobacco and Firearms (ATF) Michael Fitzgerald, Special Agent (ATF) Bill O'Brien, Daily Herald COMMERCIAL SALES OF HANDGUNS IN ELK GROVE VILLAGE Trustee Johnson addressed the committee requesting they consider addressing this issue on a regional basis through the Northwest Municipal Conference. Trustee Johnson proposed the committee address four points to include increased penalties, mandatory sentencing, state registration of firearms dealers, and a system to track multiple sales to individuals within certain time constraints. Special Agents Scouffas and Fitzgerald, representing the U. S. Treasury Bureau of Alcohol, Tobacco and Firearms, reported to the committee that there are currently 26 federally licensed firearms dealers located within the corporate limits of the village. Those dealers can only sell firearms at the listed address or at gun shows. They also advised the committee concerning matters of federal law and the services available through their agency to assist local municipalities. Village Attorney Knickerbocker advised the committee that the village could take action against those dealers engaged in the sales of firearms from private residences since home occupations are not permitted in residential zoned districts. CONSENSUS The consensus of the committee was: - to recommend that the board enact an ordinance prohibiting the commercial sales of handguns, with possible exceptions, to include wholesale operations, manufacturing, importing, and sales of antique firearms; and JPZ Committee Meeting March 11, 1993 Page 2 - to recommend that the board enact an ordinance prohibiting the possession/transportation of any air gun (BB and/or pellet) within or upon any motor vehicle when such weapon is in an area accessible to any passenger. The committee agreed to engage the board in further discussion concerning: - raising to age 18 the minimum age whereby an individual could purchase any BB and/or pellet type gun. - prohibiting, entirely, the commercial sales of concealable handgun style BB and/or pellet type guns.
