Cellular Towers & Antennae
Trustee Czarnik noted the results of the staff report which surveyed
other communities and their guidelines in considering tower and antennae
requests. The results indicated that other communities consider these
requests on a case by case basis as a special or conditional use as
in Elk Grove.
Trustee Czarnik suggested that the Village look at developing a policy
to encourage or require co-location of antennae on one tower or having
the Village build a tower and then renting space to potential users.
There was discussion on the possible need to get expert advise to
develop a policy and obtain a copy of Elgin's zoning ordinance which
was recently revised to address numerous tower requests. In addition,
it was mentioned that the Business Liaison Council might take an
interest in this subject.
The consensus of the Committee was as follows:
- Obtain a copy of Elgin's zoning ordinance;
- Have staff do a survey of existing towers and
tall buildings in the Village; and
- Have staff secure the advise of an expert in the
field to provide input on developing guidelines
for future tower and antennae placement.

Parental Responsibility Ordinance
The Committee briefly reviewed and discussed excerpts from the village
Municipal Code and the Northwest Municipal Conference Model Ordinance
as pertains to parental responsibility, and Senate Bill 1328 regarding
liquor control. These materials, compiled by Police Department staff,
will undergo further review by the Committee.
The meeting adjourned at 9:33 p.m.
