Members Present : Nancy Czarnik, Trustee Ronald Chernick, Trustee Paul J. Rettberg, Trustee Staff Present : Steve Trudan, Plan Reviewer Building Inspection Supervisor Fred J. Engelbrecht, Chief of Police Chairperson Czarnik called the meeting to order at approximately 7:05 P.M. Residential Zoning Variation - 97 Keswick The petitioner, Sheila Starr presented a diagram showing the locations of both existing fences and the proposed fence. She explained that she was seeking a variation for a solid fence for privacy, and also for safety reasons. She felt that a chain link fence (which would be permitted in the same location) would be easy for children to climb and would therefore be insufficient in terms of safety considerations. The Committee discussed the intent and purpose of the fence code, including the setback requirements and line of site safety concerns. The consensus of the Committee was to recommend that the Village Board grant the fence variation request for 97 Keswick. Parental Responsibility The Committee reviewed and discussed Senate Bill #1328 which addresses: -- the sale to and possession of alcoholic beverages by a minor; -- fraudulent identification of age, both for possession and the rendering of such a document to a minor; -- use of a residence or other dwellings by a minor consuming or possessing alcoholic beverages, and setting forth penalties both for the minor and parent or other responsible adult if such action is permitted knowingly by the parent; -- powers of the local liquor control commissioner. This legislation was adopted by the General Assembly and will go into effect on January 9, 1995. In addition, the Committee reviewed and discussed the Northwest Municipal Conference Model Parental Responsibility Ordinance which addresses: -- liability of parents and minors regarding the possession of alcoholic beverages or knowingly allowing them to be served in a residence or other dwelling; -- unlawful assembly by minors; -- curfew and school curfew; -- weapons. It was the consensus of the committee to have police staff engage in a further in-depth comparison of the aforementioned documents and report on their findings and recommendations for further consideration. The meeting adjourned at 8:57 P.M. cc: President & Board of Trustees, Village Manager, Assistant Village Manager, Administrative Assistant, Village Clerk, Village Attorney, Police Chief, Director of Engineering & Community Development as
