BIESTERFIELD ROAD SIGNAGE PROPOSAL
The JPZ Committee reviewed the recommendations of the
Director of Engineering and Community Development. The
Committee considered the interests of the Village in
regulating window signage versus the interests of business
in having the signs. In addition, the Committee discussed
whether the regulations should be Village wide or limited . to
the Biesterfield Road "downtown" area.
The consensus of the JPZ Committee was to recommend to
the Village Board as follows:
-- The sign regulations apply to the Biesterfield
Road corridor outlot areas and
adjacent Arlington Heights Road outlot areas in
front of the Elk Crossing and Grove Mall as
proposed.
-- Have staff seek comments from the five impacted
businesses (Mc Donalds, Pizza Hut, LaSalle Bank,
Citgo and Burger King) regarding the proposal;
- - If the business community has no objections, adopt
the regulations.
- - If there are objections, the Committee should
weigh the merits of the objections and determine
whether or not the ordinance should be revised or
adopted.
AREAS ANNEXABLE TO ELK GROVE VILLAGE
The Village Manager reviewed the areas that are
unincorporated, but contiguous to or surrounded by Elk Grove
Village. Many of the areas are in a position that the
property cannot be involuntarily annexed. Or, the
unincorporated property is residential and would require
extensive upgrades to bring up to Village code. Upgrades
would include the installation of water, sewer, storm sewer,
curbs, gutters, sidewalks, street lights, and roadway
reconstruction.
The Committee then focused upon areas where annexation
would prove beneficial to the Village. Benefits include
either Village having control over the future development of
the property, or additions to the property tax or sales tax
base of the Village.
The consensus of the Committee was to recommend
pursuing discussions with the property owners of the
following areas:
Berthold's Nursery; Elk Grove T. V & Repair; the vacant
property at Plum Grove and Nerge; the two
unincorporated lots on Cosman; the unincorporated
property on Meacham; the unincorporated property on
Oakton (mushroom farm) ; and the Amoco tank farm. These
properties may need some variations for a period of
time to bring their property into compliance with
codes.
In addition, it was the consensus of the JPZ Committee
to have staff ascertain the availability of water and sewer
for the Oakton/Higgins area McDonald's; Exel Inn; Hamburger
University; and Jiffy Lube.
