ELK GROVE VILLAGE Judiciary, Planning & Zoning Committee F X199 Meeting Minutes 6 May 21, 1996 7: 00 P.M. C JPZ Present: P. Rettberg, Chairperson N. Czarnik J. Petri Trustees Present: S. Lissner Staff: A. Boffice, Director, E/CD S. Trudan, Plan Reviewer/BIS Others: N. Ricchio, Sears, Roebuck and Co. A. Bonislawski, Liberty Sign Company Sears Hardware Sign Variation Request The first item of business involved discussion and consideration of proposed signage for Sears Hardware located at the George Gullo Shopping Center on Biesterfield Road. Al Boffice explained the history of the development of the current sign regulations. He also explained that the Village agreed to approve a second freestanding sign for the Elk Crossing Shopping Center as part of the land acquisition agreement for the Biesterfield roadway improvements. Nancy Ricchio of Sears explained that the Village Board told her that the originally proposed freestanding sign for Sears Hardware did not meet the Village's aesthetic standards and wanted to know what those standards were. Al Boffice explained that these were his recommendations and comments for the Village Board to consider and further explained the concept of the "Biesterfield Corridor". Further discussion ensued regarding the original layout of the shopping center location of access lanes and visibility of the stores from Biesterfield Road. The general consensus of those present was that a lower profile monument type sign within or close to the maximum height allowed by our ordinance might be an acceptable alternative. Adam Bonislowski of Liberty Sign Company told the Committee that he understood their concerns and would re-submit drawings within the week that would address those concerns. Upon submission of the drawings to staff, the Committee will consider whether any variance is to be allowed. Page 2 z - Biesterfield Road Corridor Sign Regulations The second order of business involved discussion of the proposed special sign regulations for the Biesterfield Road Corridor. Two businesses within the corridor wrote letters objecting to the proposed ordinance indicating that it might place them at a competitive disadvantage with businesses located outside of the corridor. The Committee requested an opinion from our attorney as to the legality of the ordinance if restricted solely to the "Biesterfield Corridor". The consensus of the Committee was to defer a recommendation until Mr. Boffice checked with the Village attorney. For Sale For Lease Sign Regulations The next order of business involved discussing when the revised sign regulations for leasing and for sale signs should go into effect. The consensus of the Committee was to recommend a three month "moratorium" on enforcement of the ordinance as to existing signs as of the date of the enactment of the ordinance. Al Boffice will check to see if a modification of the ordinance is necessary. O'Hare West Subdivision Proposal The last order of business involved consideration of the proposed O'Hare West Subdivision. Al Boffice explained the details of the proposal to the Committee and explained that it met all requirements and concerns of staff. The consensus of the Committee was to recommend approval of the subdivision.
