Riley, Boston Market Sears Hardware Sign Variation Request Al Boffice explained that Sears Hardware had submitted a revised signage request for their freestanding monument sign to be located on Biesterfield Road across from the Municipal Complex. Boffice stated that the revised sign required a variation due to the fact that it exceeded the maximum square feet of signage allowed at that location by six(6) feet (39 square feet permitted 45 square feet proposed) . Discussion took place regarding what corporation was making the actual sign request as well as the potential for other businesses to request monument signs on Biesterfield Road through zoning variations. John Butera, attorney for the shopping center owner, stated that Gullo Development Corporation will be a co-applicant for the variation request along with Sears Hardware. In regards to the potential of other signs being requested, Butera stated that no other stores have expressed interest in having a monument sign on the property. In addition, Butera stated that all tenants can be prohibited from having monument signs through their lease agreements. Further discussion took place regarding the proposed signage during which members of the Judiciary, Planning & Zoning Committee reiterated to Sears Hardware and Butera that the Sears Hardware sign would be the only monument signage permitted on the shopping center property. Following the discussion, Trustee Petri stated that he objects to the proposed signage due to its proximity to Biesterfield Road and the belief that the size of the signage on the facade of the Sears Hardware building was sufficient advertisement for the business. Trustees Rettberg and Czarnik both voted in favor of the revised signage and recommended approval of the variation as submitted. Boston Market Rezoning and Variations Requests Chairman Rettberg explained that Boston Market was seeking a rezoning of property from B-2 to B-3, and zoning variations for both parking and stacking spaces for their facility. In addition, Chairman Rettberg stated that the village Board had requested Boston Market to look at improvements that they could make to the site plan in the areas of landscaping, parking/traffic flow, and the overall aesthetics of the site (building materials) . Young reviewed the current landscape plan for the site and explained that it contained 10 trees and 213 shrubs. Young stated that this was 9 times the amount of shrubs required. In addition, Young stated that Boston Market was willing to install 3 inch diameter trees in place of the 2 1/2 inch diameter trees required by code. The Judiciary, Planning & Zoning Committee briefly discussed this issue and asked to move onto the next part of the presentation. In regards to parking and traffic flow, Young explained that Boston Market had modified the landscape island on the south side of the drive-thru lane by cutting off 4 to 5 feet. This allowed two more cars (ten total) to enter the drive-thru lane without impeding the flow of traffic exiting the site. The Judiciary, Planning & zoning Committee discussed this modification in length and felt that it adequately addressed the Village's concerns. Lastly, Young explained that Boston Market was willing to construct the base of the building with some form of masonry brick. Young displayed two samples of brick, one which was identical to the existing brick being used for the shopping center currently under construction and one which was gray in color. upon further discussion of the building materials, it was the consensus of the Committee to recommend approval of a scored masonry material subject to final color approval by the Village Board and that only one color be used for the entire building. It was also requested that Boston Market bring color renderings of the rear elevation of the site to the Committee of the Whole meeting on June 11. Al Boffice informed the Committee that he had received the signage request for the Boston Market/Einstein Bagel facility and that his initial review indicated that a variation would be necessary due to the proposed decorated awnings. The Committee discussed the signage and requested that the Einstein Bagel facade background consist of only one color. Representatives of Boston Market stated that they would comply with the Judiciary, Planning & zoning Committee's request. There were no other objections to the proposed signage. The Committee returned to the issue of landscaping and discussed the tree width proposed by Boston Market. Young explained that the additional 1/2 inch would add 3-4 years of growth to the trees thereby adding more foliage to the site. Upon discussion, it was the consensus of the Committee that the 3 inch trees would be sufficient. Upon further discussion, Chairman Rettberg reviewed the consensus of the Committee to recommend approval of the rezoning of property from B-2 to B-3 and the variations to parking and stacking spaces subject to the following: - installation of 3 inch diameter trees on the site; - the changes to the drive-thru lane as, proposed by Boston Market; - the use of scored masonry material for all portions of the building with the exception of the top front face as shown on the rendering, submitted by Boston Market; - color of masonry material to be submitted for approval at the June 11, 19996 Committee of the Whole meeting; and final review and approval of the Boston Market and shopping center site plans by village staff.
