The Committee reviewed the correspondence from Harbortown,
Inc. Trucks are parking in front of their business to use Mc
Donalds Restaurant, causing traffic concerns. The consensus was
for the Police Department to review "No Truck" parking guidelines
for the area.
CELLULAR ONE ANTENNAS
The Committee discussed several issues concerning the
proposed locations of the antenna and equipment cabinets and how
their appearance will affect the surrounding areas. Among the
main concerns were that the structures were at an acceptable
distance from roadways and residential areas, and also, that the
equipment cabinets were properly screened from public view.
Representatives from Cellular One explained that there were
technological reasons for the proposed locations and antenna
heights. The Committee offered the following comments for the
proposed locations:
Meacham Site - The Committee requested that the petitioners
look into moving the equipment farther from the adjacent townhome
development and also research the possibility of locating the
antenna on a nearby civil defense siren pole near Gibson Drive.
If the antenna must be along Meacham, relocate it south of the
proposed location and utilize a wood pole to blend with the
wooded area.
Fox Run Golf Course Site - The Committee recommends matching
the color of the antenna with the color of the sign and locating
the antenna on the backside of the sign.
Twenty-two Arlington Heights Road Site - The Committee
reviewed the site and provided no additional comments.
SanFilippo Site - The Committee recommends matching the
color of the antenna with the color of the sign.
VFW Site - The committee requested the submittal of a
landscape plan to ensure the equipment cabinet is effectively
screened from public view.
Overall, it was the consensus of the JPZ Committee to
recommend that the Village Board authorize the Joint Plan
Commission/Zoning Board public hearings as soon as Cellular One
concludes their investigation of the Meacham Road site.
Model Telecommunications Ordinance (MTO)
The Committee discussed the MTO and 1996 Telecommunications
Act as they impact cellular antenna sites. The Village Attorney
is placing the MTO into final form for consideration by the
Village Board. The Committee recommends maintaining the Special
Use requirement for cellular antennas so that each request can be
reviewed on a case by case basis. Through staff review, antenna
petitioners are requested to examine existing antenna sites,
existing tall structures, and municipal locations before
finalizing a site.
