Lissner,Chairman Nancy J. Czarnik, Trustee Chris Prochno, Trustee STAFF PRESENT: Fred Engelbrecht, Police Chief Dion Zinnel, Police Sergeant, Traffic Division Supervisor OTHERS PRESENT: Bart K. Dill, Trustee Jon Davis, Daily Herald Michelle Munz, Elk Grove Times PARKING RESTRICTIONS IN NEIGHBORHOODS AROUND ELK GROVE HIGH SCHOOL The JPZ Committee and Police Department met with twenty-six(26)residents to discuss concerns emanating as a result of Elk Grove High School student parking, loitering, littering, and anti-social behavior. To address resident's concerns, the Police Department indicated that they would undertake an even stronger presence and enforcement policies in the area. It was acknowledged by the residents that Police Officers are in the neighborhood on a daily basis. The Committee discussed reducing the originally planned parking restricted area to provide relief for those residents unaffected by student parking. Residents were assured that a parking waiver would be granted administratively by the Police Department for them or their guests to park on the street as the need arose. After further discussion, it was the consensus of the JPZ Committee as follows: • Send a letter to residents in the area to explain police procedures with respect to high school truant activity and how residents can address their neighborhood concerns: start a neighborhood watch; call 9-1-1 and request not be identified; parking restriction relief plan; etc.; and, • Forgo further discussion on the parking restriction topic until the Police Department has an opportunity to take additional enforcement activities and send the letter to residents. This portion of the meeting was adjourned at 9:00 P.M. The JPZ Meeting continued at 9:25 P.M. OVERWEIGHT TRUCK BONDING PROCEDURES AND FINES The Committee concurred with the Police Department's recommendation that the bond and fine for overweight truck violations be reduced to$75 from the current$200, using Village rather than State charges for overweight vehicles and drivers unfamiliar with the area. The Police Officer has the discretion to use State charges when warranted. The consensus of the JPZ Committee was to recommend that the Village Board approve the overweight truck fines and procedures as recommended in his report. An amendment to the Municipal Code will be drafted for Village Board consideration. The meeting adjourned at 9:40 P.M.
