Lissner, Chairman Nancy J. Czarnik, Member Chris Prochno, Member Absent: None Staff: Alan J. Boffice, P.E. , Director, E/CD Steven J. Trudan, Asst. Dir. Community Dev. George B. Knickerbocker, Village Attorney Steve Schmidt, Deputy Chief Parking in Residential Areas The meeting was called to order at 7:05 PM. With several residents present in the audience, the meeting took place in the form of an open discussion among the members of the JPZ, Village staff and the audience. Al Boffice began the discussion by explaining that the current residential parking regulations allow the parking of any type of motorized vehicles, tow-type vehicles, boats or similar devices provided that they are parked on a surface paved with asphalt or concrete. Trustee Czarnik explained that the Committee was primarily concerned with investigating the parking of commercial vehicles in the residential area. Trustee Lissner identified such vehicles as dump trucks, landscaping trucks, semis, etc. Trustee Czarnik questioned the fairness of restricting commercial vans and trucks which people are allowed to take home as "perks", when cars for salesmen would never be questioned. George Knickerbocker explained the Village 's enforcement policy regarding vehicles overhanging the public sidewalk. Residents in the audience complained about inoperable vehicles. Steve Schmidt explained the Police Department 's enforcement policy. Page 2 Several residents asked why the Village was even considering changing the ordinance. Trustees Prochno and Czarnik explained that several residents had requested the Village to do so primarily over aesthetic concerns. Residents suggested allowing parking in the streets. Steve Schmidt identified several negative effects of parking in the streets. It was the consensus of the Committee to leave the regulations unchanged at this point in time. Adult Business Ordinance Attorney Knickerbocker discussed the proposed ordinance and supplemental material referred to in the ordinance with the members. The consensus of the Committee was to request that the full Village Board direct this matter to the Plan Commission for Public Hearing. The meeting adjourned at 8:35 PM.
