The meeting was called to order at 7:31 P.M. Chairman Lissner began the meeting by
listing twelve topics of discussion for the Committee to consider related to the
Neighborhood Preservation and Maintenance Ordinance.

Inoperable Vehicles- The Committee reviewed the October 1, 1999 memo from Village
Manager Gary Parrin regarding various zoning issues to address inoperable vehicles on
residential driveways. Offering incentives to residents to remove vehicles, requiring
vehicles under repair/without licenses/stickers to be covered by a tarp and requiring
inoperable vehicles, for whatever reason to housed in a garage were some methods
offered in the memo.
Trustee Czamik sited the report from Police Chief Stephen Schmidt on this issue. His
department recommended shortening the time frame from 15 days to 10 days, to remove,
or make operable, cars left on driveways. The Committee discussed enforcement while
understanding the individual needs of the resident. If, after notifying a homeowner, there
is no response than citations are necessary. Chief Schmidt suggested that this issue might
be addressed in a future Village newsletter or on the Channel 6, "Lights and Sirens
Show".
At the present time, the Building Department inspects the exteriors of rental homes. In
addition the Health Department inspects rental properties on a complaint basis. Both
Departments will perform interior inspections when warranted. The consensus of the
committee was to recommend not requiring a business license for single family rental
homes.
Garbage Can Storage
Chairman Lissner recommended that all garbage containers be stored in the rear yard.
The consensus of the committee was to maintain current regulations allowing refuse cans
in rear and side yards and to continue current levels of enforcement by the Health
Department.
Presale Inspections of Homes-
At the August 26, 1999, JPZ Meeting there were comments from residents regarding
presale inspections of homes by the Village. Many times new homeowners are unaware
that they may be in violation of Village codes. New owners are sometimes required to
bring a home into compliance at their expense. At the time that the Real Estate Transfer
Tax is issued the Village could conduct an inspection to insure any violations are
addressed. There was a concern by the Committee about liability on the Villages' part if
all violations are not noted during an inspection. Chairman Lissner would like to see this
type of inspection performed.
The consensus of the other Committee members was to not involve the Village in a
presale home inspection program. There are many private inspection firms available to
perform housing inspections on behalf of home purchasers.
Next Meeting Agenda
The issues of zoning groundcover, fencing replacement, driveway maintenance, and
increased enforcement/personnel will be addressed at the next scheduled meeting for
February 29, 2000.
