Trustee Dill called the meeting to order at 7:01 P.M.
Vehicle Stickers for the Handicapped
Discussion centered on a request from a resident to obtain a reduced fee ($0.50)
vehicle sticker since a handicapped child lives in the household. Current Village
regulations permit the purchase of a reduced fee ($0.50) vehicle sticker when a
vehicle is registered in a handicapped persons name. Since a child is the
handicapped individual in the household, the vehicle is not registered in his name
and a reduced fee vehicle sticker is not available. Due to potential difficulties in
determining vehicle ownership in conjunction with the legal residence of the
handicapped individual, as well as the amount of additional record keeping
required to permit this request, it was the consensus of the Committee that no
changes be made to the Village's current procedures.
Business Park Landscape Maintenance
The JPZ Committee met and discussed this matter at their May 13, 2002 meeting
and since there were no major problems or complaints, determined that no
further action would be taken on the subject at that time.
Business Park Exterior Maintenance
Committee members discussed their impressions of the status of Business Park
maintenance obtained from the 2002 ICRC Trolley Tour and a separate tour by
Trustees Dill, Czarnik and Director Boffice. Generally, the Park is in fine shape
with the exception of a few buildings and several paved areas. It was the
Committee's consensus to leave in place the current procedure to enforce
maintenance regulations on a complaint basis or when a Village employee
identified a substantial problem during their normal course of work. The
Committee felt that there was no need, at this time, to hire additional personnel
or perform regular systematic inspections and enforcement in the Business Park.

Residential Teardown Regulations
Committee members discussed the growing potential for residential teardowns
and requested that information be prepared which would identify what the
Village's current zoning regulations would permit on a lot after a teardown and
how that compares with a typical home within the community. Drawings will be
prepared and presented to the Committee at a later meeting so that the members
can identify the extent of possible problems.
Parking Variations in Commercial Areas
Director Boffice advised the Committee that procedures exist in the Zoning
Ordinance which allows for a reduction of required parking spaces and that the
Village has recently looked upon such requests favorably. Mr. Boffice also
pointed out that depending upon the tenant mix at a development there may
appear to be more parking than necessary. Should the tenant mix change
however, there could be insufficient parking. The Committee requested that
additional information be obtained for presentation at a subsequent meeting.
This additional information would include a comparison of the Village's current
parking regulations with respect to several surrounding communities as well as
draft language which would allow for the construction of a reduced number of
parking spaces initially at a site, but with provisions for the land banking of
adequate space which could be paved at a later date should additional parking
be required.
