JPZ Members Present: Bart Dill, Village Trustee, Chairperson Nancy Czarnick, Village Trustee Sam Lissner, Village Trustee Staff: Al Boftice, Director, E & CD Steve Trudan, Asst. Dir. CD George Knickerbocker, Village Attorney Village Board Members: Patton Feichter, Village Trustee Chris Prochno, Village Trustee REGULATIONS FOR PARKING OF BOATS AND RV'S Chairman Dill stated that the purpose of the evening's meeting was to continue the discussion of April 20 and explore ideas for regulating the parking and storage of large RV's and boats. He began the discussion by telling the audience that several residents told him even if the Village allowed parking in side or rear yards, their lots could not accommodate either a detached garage or a side driveway. Chairman Dill asked staff to explain. Mr. Trudan explained that the zoning regulations on the east side of the Village only required five foot (5) side yards which would not accommodate an eight foot (8) driveway. He further explained that parking was not permitted anywhere in the Village in side yards unless the vehicle was at least six feet (6) from both the house and the side lot line. Chairman Dill then inquired as to whether or not RV's were a safety hazard. Trustee Czarnik explained that the Fire Department stated there was no history of RV's being involved in residential fires. Trustee Czarnik asked the audience if anyone experienced break-ins when they stored their vehicles at various storage facilities. Several residents complained that break-ins and vandalism was a regular occurrence at such facilities. Some residents explained that many storage facilities failed to provide electrical hook- ups which are necessary to keep batteries charged. Mr. Knickerbocker asked if there was a direct correlation between the number of axles on a trailer and the size of the vehicle being trailered. Several residents stated that tandem axle trailers provided better stability on the road as well as being able to hold a larger boat. Subsequently, even smaller boats may utilize Page 2 tandem axle trailers. Further discussion ensued and it was concluded that single axle trailers definitely had greater limitations with respect to size. Tom Rogers, who is a member of the Elk Grove Village Zoning Board of Appeals stated that the Village's Zoning Ordinance regulates the use of the land and is the primary reason the Village is as attractive as it is to our residents. He also eluded to the fact that there were many residents who don't like RV's and boats parked or stored on driveways and suggested to the Committee that a referendum would be a good way to get an idea what the majority of residents would prefer. Upon further discussion many points were identified by the audience. Some attendees mentioned that they felt their RV's and boats were better kept and far less aesthetically offensive than abandoned vehicles or commercial vehicles that are also parked on driveways. One gentleman stated that he contacted the Village prior to buying his home since the ability to park his RV was an important factor in deciding to move into Elk Grove. Another topic was whether or not the existing RV and boat owners would be "grandfathered"in some way. Mr. Knickerbocker explained that the Village had regulations pertaining to property maintenance and inoperable vehicles and that he prosecuted such cases on a regular basis. He also explained that he believed that any regulations the Village might consider would not necessarily apply to all boats and RV's. He explained that restrictions being considered would be intended to prohibit boats and RV's that were so large that they had almost the same effect as a large fence or structure in a front yard. He added that small boats and pop-up campers would probably not be affected by any new regulations. After a resident stated that he believed that there were no problems with boats and RV's because nobody was complaining, a lady stood up and stated that she did not like them parked in driveways and that they blocked her view of the neighborhood. Several residents stated that the only valid issue was aesthetics, and several asked the committee to consider the fact that they spent a lot of money on their boats and RV's. Chairman Dill concluded by saying that the Committee will discuss the matter further to decide if they will make a recommendation to the Mayor and Board of Trustees to either adopt some regulations, or do nothing at all. He stated that the residents would be notified of their findings through newspapers, Channel 6, and word of mouth. He also offered to notify everyone in attendance that night in writing.
