REGULATIONS FOR PARKING COMMERCIAL VEHICLES
Chairman Dill called the meeting to order and explained that the committee was
directed to consider regulations regarding the parking of commercial vehicles in
residential zoning districts. He further explained that the purpose of this
evening's meeting was to solicit input from the audience, staff and committee
members and decide to either recommend modifications to Village ordinances, or
do nothing. He indicated that a survey was conducted by the Northwest
Municipal Conference and identified the Municipalities that participated in the
survey. The audience was then asked for their comments.
One resident stated that outlawing commercial vehicles would have the effect of
denying people the right to work at their jobs since they could no longer drive the
vehicles they use in their day to day activities. She added that if such a law were
passed many people would have to move out of the Village. The Chairman
requested a show of hands as to how many in the audience owned or operated a
commercial vehicle in the Village. Five residents raised their hands. Subsequent
discussion included descriptions of how some municipalities regulate commercial
vehicles by license plate classification, size, vehicle type and commercial
advertising on the vehicle. Mr. Boffice explained that regulating commercial
vehicles according to size and compatibility with residential neighborhoods would
be more suitable to the needs of Elk Grove Village. Each of the committee
members indicated that they did not feel the need to prohibit lettering on vehicles.
Fred Geinosky asked how many vehicles would be affected if the size restrictions
for recreational vehicles were applied to commercial vehicles. Mr. Boffice stated
that according to a field survey conducted by the Police Department,
approximately 30 to 50 vehicles could be affected.
A resident asked if the parking of a small school bus would be prohibited by such
restrictions. Mr. Boffice stated that it would probably exceed the size limitations.
John Meyers stated that the Village of Rosemont prohibits trucks and taxi cabs in
residential areas and added that realtors have told him that the presence of
several trucks in a residential neighborhood would cause property values to
decrease. Among the concerns expressed by the audience were whether or not
a restriction would be put on the number of commercial vehicles, and if utility
trailers would be permitted.
Upon further discussion the committee agreed initially that the restrictions for
commercial vehicles should probably be the same as those recently adopted to
regulate recreational vehicles and boats. It was also agreed that further
discussion would be required to address issues such as snowplows, taxicabs,
limousines and permitted number of vehicles.
Chairman Dill concluded by stating that the Committee would discuss the matter
further to decide if they will make a recommendation to the Mayor and Board of
Trustees to adopt additional regulations. He stated that the residents would be
notified of the committee's findings through newspapers, Channel 6, and word of
mouth. He also offered to notify everyone who signed the meeting attendance
sheet.
The meeting was adjourned at 8:10 P.M.
