Village Board Members: Patton Feichter, Village Trustee Chris Prochno, Village Trustee Village Plan Commission Members Fred Geinosky David Paliganoff Ted Thompson REGULATIONS FOR PARKING COMMERCIAL VEHICLES The meeting was called to order at 8:07 P.M. by Chairman Dill. He proceeded to explain that the meeting was not intended to be a fact-finding meeting, and further explained the process that would be followed to provide a recommendation to the Village Board. Chairman Dill explained that the current proposal differed from the first draft due to the addition of a provision that would allow the daytime parking of school busses. He then read a statement that summarized the proposed regulations. Mr. Boftice read the actual text of the entire draft proposal. Further discussion among the Committee members clarified the correlation between the proposed regulations and license plate classification, and also the fact that the regulations did not prohibit taxi cabs. Chairman Dill asked the audience for comments. Several attendees expressed displeasure over any regulations being passed that might affect small businesses, even though the proposed regulations would not apply to them. Other topics such as effect on property values, tandem axle trailers and varying types of vehicles were discussed to clarify which types of vehicles would be prohibited by the new regulations. Mr. Boffice explained that the regulations were not designed to discourage small business, but rather to prohibit commercial vehicles and equipment in residential front yards that are inappropriate for residential areas. Mr. Trudan was asked for clarification of the limitation of tandem axle trailers to 20 feet in length. He explained that it was due to the direct correlation between the number of axles and the size of the vehicle being trailered. He also offered his observation that since everyone in the audience seemed to agree that some limitations may be appropriate, and that the proposed regulations would not affect anyone in the audience, it appeared that the committee was headed in the right direction. Trustee Prochno asked if the committee considered the negative impact the regulations might have on tow trucks that were parked in residential districts, which were contracted by the Village for emergency towing services. She asked if there might be special consideration for such vehicles. Mr. Boffice indicated that many service-oriented businesses including, but not limited to, plumbing, HVAC and electrical contractors also provided emergency services. Consequently, the emergency nature of such business may not be a practical reason for special consideration. After further discussion it was decided that the meeting would be continued to a later date to allow staff to research what other communities do with respect to limiting the total number of commercial vehicles permitted on a lot, and whether or not other communities provide special consideration for tow trucks contracted for emergency towing services. It would also allow adequate time to make changes to the draft regulations limiting the length of permitted school busses and clarifying how length measurements would be performed on a tandem axle trailers attached to a vehicle. The meeting was adjourned at 8:15 P.M.
