REGULATIONS FOR PARKING COMMERCIAL VEHICLES
Chairman Dill called the meeting to order at 6:35 P.M. who explained that
the purpose of the meeting was to consider the information gathered from the
previous meetings as well as new information obtained by staff. A survey was
taken to find out if other municipalities regulated the number of commercial
vehicles that can be parked in residential zoning districts, and if they provided
special consideration for tow trucks contracted by the Villages for emergency
services. Staff was also directed to consider special regulations that would allow
school busses to be parked during the school day at the homes of the drivers.
Staff was finally asked to provide clarification as to how trailers with tandem axle
trailers would be measured when connected to the towing vehicle.
Chairman Dill explained that according to our survey, the number vehicles
allowed varied from none to as many as would fit on the lot. There were no
municipalities that allowed for special consideration regarding tow trucks
contracted by the municipality. He informed the audience that a new provision
was added to the draft that would permit the parking of school busses meeting
the length regulation only on school days between 6:00 A.M and 6:00 P.M.
Finally, he explained that tandem axle trailers connected to the towing vehicle
would be measured by including the total dimension of the combination of
vehicles, and that the 25 foot limitation would apply.
Mr. Boffice was asked to read the draft prepared by staff. Trustee Czarnik
asked Sgt. Nowacki if full size school busses would be allowed to park on the
street. He explained that they would be allowed, provided that they do not block
any driveways, intersections or fire hydrants. He added that over-night parking
would not be permitted.
Sgt. Nowacki was asked about tow trucks used by the Police Department.
He explained that the towing companies contracted by the Village provided a
guaranteed response time of twenty minutes and expressed concern that the
response time might be longer if the drivers were not allowed to bring the trucks
home. He stated that the modern tow trucks were more than twenty-five feet
long and that the older style trucks probably exceed eight feet in height.
When asked about the importance of the twenty-minute response time
Sgt. Nowacki explained that it could be a problem for limited circumstances
where a vehicles would have to be up-righted to extricate trapped drivers. He
added that there were approximately 2000 annual vehicle crashes in Elk Grove
Village.
Trustee Czarnik asked if there were many vehicles that exceed the
proposed size limitations for business such as HVAC, electrical and plumbing,
which also provide emergency services. Mr. Boffice explained that almost all of
the vehicles we investigated that are used by those businesses were under the
proposed limitations and would not be affected by the new ordinance.
Trustees Czarnik and Lissner expressed concern about tow trucks and the
emergency services they provide with respect to the extrication of trapped
occupants from vehicles. It was pointed out that the Fire Department usually
handles extrication situations.
Mr. Boftice was asked to explain what the picture of a pick-up truck towing
an enclosed trailer on display was intended to depict. He explained that although
the individual vehicles would meet the proposed ordinance, the combination of
vehicles closely approached all of the upper limits and, consequently resulted in
a combination inconsistent with residential parking.
Chairman Dill opened the discussion to the audience and discussion
included several topics such as why we need any regulations, whether or not
new regulations should be decided by a referendum, and whether or not
variations or "grandfathering" would be possible. Trustee Czarnik explained that
over the years she received several complaints from residents, especially with
respect to diesels.
There was continued concern over the issue of tow trucks and box trucks.
It was recommended that the draft proposal be adopted with the elimination of
paragraph # 4, which prohibited specific vehicles. The committee unanimously
agreed to recommend the draft proposal as amended, with the effective date of
the new ordinance being May 1, 2005. The meeting was adjourned at 7:57 P.M.
