CALL TO ORDER—7:15 p.m. Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno A Quorum was Present Also Present: Village Manager Raymond R. Rummel,Village Attorney George B. Knickerbocker,Village Clerk Judith M. Keegan 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF MARCH 8,2016—Motion to approve the Minutes of the Regular Village Board Meeting held on March 8,2016 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Czarnik, Feichter, Franke, Lissner, Petri, Prochno NAYS: None MOTION CARRIED 4. MAYOR& BOARD OF TRUSTEES' REPORT—Mayor Johnson stated the annual budget meeting was held last week. The budget will be formally adopted in April. The budget is less than last years. Mayor Johnson commended staff and Village Manager Rummel for doing a great job. A Volunteer Recognition dinner was held on March 10, 2016 in appreciation of Village volunteers and Board and Commission members. Japanese Exchange students visited Village Hall on Friday, March 11, 2016. A Tollway customer service and planning meeting was held on March 17, 2016. Tolls will start being collected on July 5, 2016 on I-390 (Elgin-O'Hare). Signs will be put up to give people advance notification. Mayor Johnson and staff met with ComEd on March 17, 2016. ComEd is going to hold off, for at least six months, on the power lines along the Elgin-O'Hare. During that time,they will work with the surrounding communities to address any concerns and to hopefully find a happy medium that will address the communities concerns and the needs of ComEd. Mayor Johnson advised that Busse Dam is fully operational. The Mayor stated there is solar power back-up which is strictly to assist with the measurement of water heights. It is not for use with.the operation of the dam itself. Trustee Prochno announced applications are due by April 1, 2016 for the Betty Erickson Memorial Scholarship that is being sponsored by the Elk Grove Lioness Club. Two one thousand dollar scholarships are available. Applications are available at Conant High School, Elk Grove High School and St. Viator High School. Raffle tickets are still available for the 60"Anniversary car raffle. Castle Chevrolet has donated a 2016 Camaro for the raffle. The raffle is being facilitated by the Elk Grove Rotary Club. Proceeds from the raffle will benefit community organizations that serve the residents of Elk Grove Village. Students from Elk Grove High School participating in the student exchange program are in Termini Imerese this week. Trustee Czarnik stated applications for the Frank J. Czarnik Memorial Scholarships are available at Conant High School, Elk Grove High School and on-line. Six one thousand dollar scholarships are available for Elk Grove residents. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the March 22, 2016 Accounts Payable Warrant in the amount of$480,142.86. Authorization of a request from Elk Grove Park District to waive 2016 Alarm License Fees in the amount of$175. b. Consideration of a request from the Elk Grove Park District(attached)to waive the Liquor License fees for Fox Run Golf Links and Garden Terrace Banquets in the amount of $5,800. c. Consideration to award a professional services contract to Entertainment Management Group of Elk Grove Village, IL to manage and operate a concert as part of the Village's annual Holiday Tree Lighting Ceremony in an amount not to exceed $20,000. d. Consideration of a request to renew a custodial service contract with Crystal Maintenance Services of Mount Prospect, IL for the annual Cleaning and Custodial Service Contract in the amount of$35,760 from the General Fund. e. Consideration of a request to renew a contract with Dynamic Heating & Piping Company of Crestwood, IL for the annual HVAC Maintenance Services contract in the amount of $81,649.70. f. Consideration of a request to renew a maintenance contract with Lyons & Pinner Electric Company, Inc. of LaGrange, IL for the annual Residential Street Lighting Maintenance Contract in the amount of$111,635 from the General Fund. g. Consideration of a request to renew a maintenance contract with Lyons & Pinner Electric Company, Inc. of LaGrange, IL for annual Arterial and Business Park Lighting Maintenance in the amount of$131,835 from the BLF Fund. h. Consideration to commit to the purchase of Bulk Rock Salt through the State of Illinois Joint Purchase Contract for the purchase of 3,000 tons of Bulk Rock Salt for the 2016-17 winter season at a maximum cost of$72.28 per ton to be paid from the FY 2017 Budget in an amount not to exceed $266,250. i. Consideration of a request to renew a contract with Avalon Petroleum of Kankakee, IL for the annual Gasoline and Diesel Fuel Supply Contract in an amount not to exceed $474,000. j. Consideration to adopt Ordinance No. 3448 entitled, "AN ORDINANCE AMENDING SECTION 6-4-5-3 OF THE VILLAGE CODE CONCERNING PROHIBITED AND RESTRICTED PARKING AREAS BY AMENDING THE PARKING RESTRICTIONS ON COSMAN ROAD" k. Consideration to adopt the following Resolutions: • Resolution No. 8-16 entitled, "A RESOLUTION OF APPROVAL OF PLAT OF VACATION (BUBBA ACQUISITIONS PLAT OF RESUBDIVISION—2750 TOUHY AVENUE)" • Resolution No. 9-16 entitled, "A RESOLUTION APPROVING THE PLAT OF RESUBDIVISION IDENTIFIED AS BUBBA ACQUISITIONS PLAT OF RESUBDIVISION (2750 TOUHY AVENUE)" 1. Consideration to adopt Ordinance No. 3449 entitled, "AN ORDINANCE AMENDING SECTIONS 3-3-6 AND 3-1-6 OF TITLE 3, LIQUOR CONTROL BY ADDING A CLASS MB LICENSE FOR MICROBREWERIES WITH ON PREMISE CONSUMPTION AND RETAIL SALES AND SECTION 3-3-11A BY ADDING THERETO CLASS D AND CLASS MB" Mayor Johnson asked if there were any questions or comments about the Consent Agenda. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri—No Report 9. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner—No Report 10. PERSONNEL COMMITTEE - Trustee Franke—No Report 11. RECYCLING & WASTE COMMITTEE - Trustee Feichter—As of the end of January there has been 2500 pounds of holiday lights and cords recycled. Lights and cords can be turned in at Village Hall for recycling through the end of March. Yard waste pick up will begin on April 1, 2016. An electronic recycling and document destruction event is being planned for some time in June. Trustee Feichter reminded everyone that television sets cannot be put in the garbage. Waste Management will not take them. 12. INFORMATION COMMITTEE - Trustee Prochno—No Report 13. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri—AT&T is having some problems with their system so EGTV will not be available on AT&T cable television for a while. 14. BUSINESS LEADER FORUMS - Trustees Lissner/Petri—A meeting was held on March 17, 2016. Seventeen people attended the informative meeting. Ray Benedetto was the moderator. A lot of work has been completed on the Busse Road beautification project. 15. YOUTH COMMITTEE - Trustee Franke—Three one thousand dollar scholarships are being offered by the Youth Committee. Applications are available on the Village website and at the high schools. Applications are due by May 6, 2016. 16. PARADE COMMITTEE - Trustee Czarnik—The 601h Anniversary Parade is taking place on Saturday, June 18, 2016 at 5:00 p.m. The parade theme is"Celebrating Yesterday, Today and Tomorrow." There are six couples who will be celebrating their 601h Anniversaries by participating as Grand Marshals. The first couple was announced at the last meeting. The second couple is Gerry and Fran O'Connell. They were married on June 23, 1956 and moved into their first home on Elk Grove Boulevard in 1960. They lived there for five years and then moved to Essex, where they still reside. They raised their daughter Caren, who lives nearby and son Sean, who lives in Elk Grove. They have four grandchildren. The next Parade Committee meeting is Monday, April 4, 2016 at 5:30 p.m. 17. HEALTH & COMMUNITY SERVICES - Trustee Czarnik—The next Community Blood Drive is Saturday, April 9, 2016 from 8:00 a.m. to 12:00 p.m. in the lower level of Village Hall. Community Services and Elk Grove High School are sponsoring a spring cleanup event on Thursday, April 21, 2016. This service is being offered to seniors and persons with disabilities that are unable to do the work themselves. Services offered will be flower bed cleanup, bush trimming, general yard cleanup and window washing of first floor windows. The services are provided by high school students at no charge. Anyone interested should contact Linda Blair at Community Services. A Community Paint-a-Thon is an area wide program that paints the exterior of homes for senior or persons that are unable to do the work themselves. There is a financial qualification and application process. Paint is provided by Valspar Paint and the work is done by groups of volunteers on a paint day in mid-September. Applications are due no later than June 15, 2016. Further information is available by contacting Linda Blair at Community Services. The Elk Grove Interfaith Council is once again sponsoring the Walk for Your Neighbor program beginning on Memorial Day and running through Labor Day. The intent of the program is to raise funds for the Elk Grove Housing Fund, which provides emergency assistance to residents. The walk consists of a commitment by individuals or groups to get out and move. The walker can pledge an amount for themselves or actually solicit donations from others. SPECIAL EVENTS COMMITTEE - Mayor Johnson—The next special event is the Memorial Day Ceremony. 20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson—The concert series will take place in July. 21.AIRPORT UPDATE—Mayor Johnson expressed thanks to the ONCC as they are working with the FAA and moving forward to find a fly quiet program. 22.
