CALL TO ORDER- 7:28 p.m. Present: Mayor Craig B.Johnson,Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke, Samuel L. Lissner,James P. Petri, Christine K. PLEDGE OF ALLEGIANCE INVOCATION - Reverend Fumio Ishizaka - Shinnyo-en USA Temple 3.APPROVAL OF MINUTES OF APRIL 12, 2016 - Motion to approve the Minutes of the Regular Village Board Meeting held on April 12, 2016 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Czarnik, Feichter, Franke, Lissner, Petri, Prochno NAYS: None MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Johnson reported about the following meetings and events: April 21, 2016 -A customer service planning meeting with the Tollway.The tollway is planning on planting fifty-eight thousand trees along existing tollways and will continue to plant another one thousand trees per year. The land along the tollways are maintained by both the tollway and municipalities bordering the tollways depending on the location. April 25, 2016 - Mayor Johnson visited CSM Fastener in the Business Park. CSM produces thirty million screws per month. They have seventy-five employees and have been located in Elk Grove Village for ten years. They have a forty-eight thousand square foot building and they just purchased another sixty thousand square foot building just down the street. The two buildings will be used for production and storage. April 26, 2016 - Mayor Johnson delivered the State of the Village address at the Sheila Ray Senior Center. Oath of Office- Mayor Johnson introduced and administered the Oath of Office to Wissam Jameel, newest member of the Zoning Board of Appeals. Trustee Lissner had the privilege of introducing film critic Erik Childress at Elk Grove Cinema last night for the viewing of Singing in the Rain. The movie was very well attended. Trustee Lissner reported that a gentleman in his golf league told him how pleased he was with the service he received from Village Clerk Judy Keegan and Assistant Village Manager Maggie Jablonski. Trustee Lissner thanked Village Manager Rummel also, for instilling the philosophy and culture within Village employees to offer residents and businesses excellent and friendly service. Trustee Feichter attended the Day of Service at the Shinnyo-en Temple on Sunday. Several organizations were in attendance, including the Kenneth Young Center, the Buddy Foundation and the Heart of A Marine Foundation. The attendees broke into small groups to work on projects for seniors, pets,veterans, etc. Trustee Feichter worked on decorating gift bags for senior citizens. Trustee Feichter and Trustee Czarnik also attended the viewing of Singing in the Rain. Page 1 of 6 Trustee Czarnik stated she attended the viewing of Singing in the Rain and stayed after the movie to listen to the questions and comments fielded by film critic, Erik Childress. There was a full house in attendance and everyone had lots of fun. The next movie to be shown is A Hard Day's Night on May 23, 2016. Applications have been turned in for the Frank J. Czarnik Memorial Scholarships. There will be six one thousand dollar scholarships awarded. Recipients will be announced at the end of May. Trustee Franke stated the 60th Anniversary Oktoberfest will be held on September 23 and September 24, 2016. Updates will be given in the future. Trustee Petri announced the 60th Anniversary movie series will take place on the fourth Monday of every month through August. Admission is one dollar. The first movie shown was Singing in the Rain,the next movie is A Hard Day's Night, followed by Blazing Saddles, Raiders of the Lost Arc and Jurassic Park. Trustee Petri reminded everyone to buy raffle tickets for the 2016 Camaro being raffled. Trustee Prochno reported the 2016 Camaro being raffled was donated by Castle Chevrolet. All the proceeds from the raffle will be donated to organizations that serve the Elk Grove community. Trustee Prochno and Trustee Czarnik are chairing the 60th Anniversary picnic. The picnic is taking place on Sunday,July 17, 2016. The theme is "Play, Picnic&Party" and it is being held in conjunction with the Park District and the Library. The Park District is celebrating fifty years in the community. The day of the picnic the Park District will be hosting fifty different events. The Village will be hosting old time picnic events and games and the Hat Guys will be performing on the Village Green. The Foreigner concert will take place that evening at Park LGK. The annual Memorial Day Celebration will be taking place on Monday, May 30, 2016 at 10:45 a.m. indoors at the Park District Pavilion. The Elk Grove Farmer's Market will begin on Saturday,June 4, 2016. The Market will take place every Saturday morning from 7:30 a.m. to 1:00 p.m. through October. Mayor Johnson stated the Village is doing extremely well, it is financially strong and revenues are still exceeding expenditures. The vacancy rate in the Business Park is now below five percent. 5.ACCOUNTS PAYABLE WARRANT- Motion to authorize payment of invoices as shown on the April 26,2016 Accounts Payable Warrant in the amount of $1,200,841.92. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6.CONSENT AGENDA a. Approve a request from the Rotary Club of Elk Grove Village for the following: • to authorize a$15,000 contribution to the 2016 RotaryFest event that takes place from June 15, 2016 to June 19, 2016; • to authorize the Rotary Club to host a fireworks display on Saturday, June 18, 2016; • to waive the fee for a temporary Class A liquor license ($2,900), a carnival license fee ($500), and a food caterer's license fee ($100) for a total amount of$3,500; and • to waive the permit fee for the use of a fire hydrant for non-firefighting purposes in the amount of$75. Authorization of a request to hold a Public Hearing before the Plan Commission to consider the petition submitted by Ali Yuri Wali Allah Islamic Center, Inc. for a Special Use at 1550 Higgins Road. c. Authorization of a request to award a purchase through Suburban Purchasing Cooperative bid pricing to Currie Motors of Frankfort, IL for the purchase of one Ford Transit Connect in the amount of$21,525 from the Water& Sewer Fund. d. Authorization of a request to award a purchase through the Suburban Purchasing Cooperative bid pricing to Bredemann Ford of Glenview, IL for the purchase of two (2) Ford Taurus Sedans in the amount of$37,943. e. Authorization to award a professional services contract with Victorin/Heartland Business Systems of Lisle, IL in the amount of$45,515 for the purchase of Hewlett Packard desktop and laptop computers and computer monitors contained in the Village's FY 2017 budget. f. Authorization to award a professional services contract to Joseph Song of Palatine, IL for PC technical support services for the period from May 1, 2016 through April 30, 2017 in an amount not to exceed $46,592. g. Authorization to award a professional services contract to Peters &Associates of Oak Brook Terrace, IL for advanced technical support of the Village's computer networks for the period from May 1, 2016 through April 30, 2017 in an amount not to exceed $49,950. h. Authorization of a request to award a construction contract to Ram Fire Protection, Inc., Addison, IL for the installation of an automatic fire sprinkler system at Fire Station#9 (Greenleaf) in an amount not to exceed $51,000 from the Capital Projects Fund. i. Authorization of a request to renew a professional service contract with Temple Display, LTD of Oswego, IL for the annual Holiday Lighting for Village Sites contract in the amount of$54,624.60 from the General Fund. j. Authorization to award a professional services contract to Johnny Rockets Fireworks Display Corporation of Chicago, IL to design and produce fireworks displays in an amount not to exceed $92,000. k. Authorization to award a professional service contract to Red Caffeine Inc. of Lombard, IL to continue the implementation of the Beyond Business Friendly economic development branding and marketing plan in total contract amount not to exceed $150,612 through the BLF Fund. 1. Authorization to award a professional service contract to the lowest responsive and responsible bidder Insituform Technologies USA, LLC of Chesterfield, MO for Cured in Place Pipe Sanitary Sewer Rehabilitation Business Park Basins 13, 14, 16, 17 in the amount of$3,048,090 from the Water/Sewer Fund. in. Authorization of the following for fiscal year 2016-17: • to award a professional services contract to Gallagher Bassett for the administration of the Village's Self Insured Liability Plan in an amount not to exceed $42,428; and • to approve the Liability Insurance Premiums for fiscal year 2016-17 submitted by Arthur J. Authorization of the following items for Fiscal Year 2016-17: • To authorize a 2% market adjustment to non-union step and specific rate plan positions; • To authorize a 2% market adjustment to the merit pay plan positions; • To continue the additional open merit pay eligibility features of 0% to 2% merit based adjustment for open merit employees and 0% to 2% general wage adjustment; • To adopt Ordinance No. 3450 entitled, "AN ORDINANCE AMENDING THE HOURLY RATE FOR PART-TIME POSITIONS OF CUSTODIAN, PORTER, HEALTH CODE ENFORCEMENT OFFICER, FIRE INSPECTOR,AND WATER METER READER; TEMPORARY PART-TIME ADMINISTRATIVE INTERNS AND SUMMER SEASONAL EMPLOYEES; AND SCHOOL CROSSING GUARDS OF THE VILLAGE OF ELK GROVE VILLAGE" • To adopt Ordinance No. 3451 entitled, "AN ORDINANCE AMENDING THE POSITION CLASSIFICATION AND SALARY PLANS: THE CLASSIFICATION PLANS:AND SALARY RANGE FOR, MERIT PAY PLAN POSITIONS, STEP PAY PLAN POSITIONS,AND SPECIFIC PAY PLAN POSITIONS OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE" p. REGULAR AGENDA- No items on the Regular Agenda 8. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri -There are a number of projects taking place throughout the Village. The largest project being the Arthur Avenue Culvert Improvements. Arthur Avenue is closed at Busse Road. Improvements are still being made on the Busse Road median. The watering system is installed and plantings will start to go in. 9.JUDICIARY, PLANNING AND ZONING COMMITTEE-Trustee Lissner-A report was given at the last Village Board meeting about the resubdivision of the property at 1815 Landmeier Road and 1850 Touhy Avenue. Minutes from the JPZ meeting held on April 12, 2016 were distributed to the Village Board for review. Trustee Lissner asked if there were any questions. There were none. Motion to approve the next appropriate Resolution Number (Resolution 12-16) for the resubdivision of the property at 1815 Landmeier Road and 1850 Touhy Avenue. PERSONNEL COMMITTEE -Trustee Franke - No Report Page 4 of 6 11. PARADE COMMITTEE - Trustee Czarnik-The 60th Anniversary Parade is taking place on Saturday,June 18, 2016 at 5:00 p.m. The parade theme is "Celebrating Yesterday,Today and Tomorrow." There are six couples who will be celebrating their 60th Anniversaries by participating as Grand Marshals. The fourth couple to be announced is Fred and Pauline Kugas. They were married on June 16, 1956. They have resided in the Village for fifty-four years. Their first home was on Victoria for thirty years,then on Virginia for eight years and then Dauphine where they currently reside. They have a daughter who lives in Elk Grove and a son in St. Charles. The next Parade Committee meeting is Monday, May 2, 2016 at 5:30 p.m. 12. INFORMATION COMMITTEE-Trustee Prochno -The Village is offering a voluntary parkway tree watering program to residents who had a parkway tree planted in 2015. The program provides a twenty-five-dollar credit on your water bill in exchange for assisting the Public Works Department by watering your parkway tree. Public Works crews will place a tree bag on the tree and then residents are required to add water to the tree bag twice per week for the months of May through September. This is roughly the equivalent of 40 gallons of water per week. The annual Salt Creek Cleanup will take place on Saturday,June 4, 2016 from 9:00 a.m. to noon. Volunteers should meet at the Elk Grove High School parking lot. 13. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri -Trustee Lissner reported that at the last Village Board meeting he and Trustee Petri received credit for getting AT&T U-verse to start broadcasting EGTV.Trustee Lissner advised that Trustee Franke also pushed to get EGTV broadcast on AT&T and should also be acknowledged. EGTV should be available on AT&T U-verse by the end of May. 14. BUSINESS LEADER FORUMS-Trustees Lissner/Petri - Several railroad crossings are going to be worked on this year. Crossings will be repaired on Greenleaf and also on Estes. There was a meeting on Friday at the Holiday Inn with several business leaders.There was some great discussion and several good points were brought up. The businesses are always very complimentary of the services they receive from the Village. 15.YOUTH COMMITTEE -Trustee Franke- Scholarship applications are due by May 6, 2016. Three one thousand dollar scholarships will be awarded. Recipients of the scholarships will be announced by the end of May. 16. RECYCLING&WASTE COMMITTEE -Trustee Feichter- The Village will be hosting an electronic recycling and document destruction event at the Oakton Street Fire Station on June 4, 2016 from 9:00 a.m. to noon. Trustee Prochno asked how to dispose of old paint. Trustee Feichter advised it cannot be put directly in the garbage. Paint needs to be dried up before it can be disposed of. The lid can be removed and the paint can dry naturally, but that takes a very long time. There are products sold at the store, or kitty litter can be added to the paint to harden it up, and then it can be disposed of in the garbage. 17. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-A Community Paint-a-Thon is an area wide program that paints the exterior of homes for senior or persons that are unable to do the work themselves. There is a financial qualification and application process. Paint is provided by Valspar Paint and the work is done by groups of volunteers on a paint day in mid- September. Applications are due no later than June 15, 2016. Further information is available by contacting Linda Blair at Community Services. The Elk Grove Interfaith Council is once again sponsoring the Walk for Your Neighbor program beginning on Memorial Day and running through Labor Day. The intent of the program is to raise funds for the Elk Grove Housing Fund, which provides emergency assistance to residents. The walk consists of a commitment by individuals or groups to get out and move. The walker can pledge an amount for themselves or solicit donations from others. Further information will be available in the Village Newsletter or contact Community Services. 18. LIQUOR COMMISSION - Mayor Johnson - No Report 19.SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is the Memorial Day Ceremony on May 30, 2016. Page 5 of 6 20. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -The first concert will be held on July 4th featuring Peter Cetera,July 12th will feature LeAnn Rimes, July 17th will feature Foreigner and July 26th will feature Michael McDonald. 21.AIRPORT UPDATE-There is a Suburban O'Hare Commission (SOC) meeting tomorrow morning to discuss flight rotation for the Fly Quiet Program. 22.
