REGULAR VILLAGE BOARD MEETING
May 10, 2016
1. CALL TO ORDER- 7:11 p.m.
Present: Mayor Craig B. Johnson,Trustees Patton L. Feichter,Jeffrey C. Franke, Samuel L.

2. PLEDGE OF ALLEGIANCE
3.APPROVAL OF MINUTES OF APRIL 26, 2016 - Motion to approve the Minutes of the
Regular Village Board Meeting held on April 26, 2016 as submitted and dispense
with the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Johnson reported on the following
meetings and events:
There were Suburban O'Hare Commission (SOC) meetings held on April 27, 2016 and
today. Mayor Johnson announced there is going to be a test fly quiet program beginning in
June. The Village will be sending out a special newsletter about the program and there will
be a presentation about the program during the next Village Board meeting in two weeks.
A Tollway Board meeting was held on April 28, 2016. Tolls will start being collected on
July 5, 2016 on the Elgin O'Hare (I-390). There will be an Open House meeting at Village
Hall on Thursday from 4:00 p.m.to 7:00 p.m. to explain how the open tolling will work.
Mayor Johnson recently had several interviews with students about local government. The
Mayor stated he enjoys speaking with the students.
On May 5, 2016 Mayor Johnson attended the WINGS Ribbon Cutting at 1265 Oakton and
the GOA Business Expo at the Avalon.
Coffee with the Mayor and Board took place on Saturday, May 7, 2016.
Mayor Johnson spoke about the recent tax assessments that were mailed out for those
living in Elk Grove Township. The Mayor stated his assessment went up thirty-two
percent. The Village does not base taxes on assessment, the Village taxes on dollar amount.
The Village requests a certain dollar amount and that amount is divided amongst the
residents and the businesses. The Village encourages anyone who feels they are being
unfairly assessed to appeal the assessment. Elk Grove Village has no input on assessments.
Presentations: Mayor Johnson asked Police Chief Schmidt and his family to join him at the
podium. Chief Schmidt began his career with the Elk Grove Police Department in 1975.
Chief Schmidt has served the Village for forty years, and as Chief for almost seventeen
years. Chief Schmidt wears three stars on his uniform. For the first time in Village history,
Mayor Johnson presented Chief Schmidt with a fourth star. Four stars is the highest rank
that a Police Chief can achieve.

Community Character Coalition - Pastor Curt Hansen,Team Leader of the Community
Character Coalition Scholarship Team presented the following$1,000 Fallen Soldier
Memorial Scholarships:

Trustee Feichter reported the annual meeting of Meet Chicago Northwest took place on
May 4, 2016. Trustee Feichter thanked the Board and staff members for attending the
luncheon and meeting. Trustee Feichter was re-elected as Vice-Chair of the Executive
Committee for another term.
The Friends of Cycling in Elk Grove Village will be participating in a Ride of Silence. The
event takes place once a year as a memorial to the people who have been injured or killed
in a bicycle accident. Elk Grove resident Rose Waters was killed a few years ago while
riding her bike. The event will take place on May 18, 2016 from 6:00 p.m. to 9:00 p.m.,
leaving from the Hattendorf Center at approximately 6:40 p.m. and riding the bike trail at
Busse Woods. Everyone is welcome to attend.
Mayor Johnson congratulated Trustee Feichter for being re-elected as Vice-Chair of the
Executive Board of Meet Chicago Northwest.
Trustee Prochno - Raffle tickets are still available for the 60th Anniversary car raffle. A
2016 Chevy Camaro, donated by Castle Chevrolet, is being raffled. All proceeds from the
raffle will be donated to organizations that serve the Elk Grove community.
"Cops On a Rooftop" to raise money for Special Olympics will be taking place on Friday,
May 20, 2016 at the new Dunkin Donuts at 50 Biesterfield Road.
On Thursday, May 5, 2016,the Mayor and Trustees attended the ribbon cutting at the
WINGS Distribution Center at 1265 Oakton Street. The Distribution Center is used to sort
donations and then distribute to one of their three resale shops. Donations of gently used
clothing and furniture are accepted at 1265 Oakton Street Monday through Saturday from
9:00 a.m.to 4:30 p.m. They will also pick up large donation items from your home.
The Elk Grove Farmer's Market starts on Saturday, June 4, 2016. The Farmer's Market
takes place at the Village Green from 7:30 a.m. to 1:00 p.m.

The annual Memorial Day Celebration will be taking place on Monday, May 30, 2016 at
10:45 a.m. indoors at the Park District Pavilion.
The annual Salt Creek Cleanup will take place on Saturday,June 4, 2016 from 9:00 a.m. to
noon. Volunteers should meet in the Elk Grove High School parking lot.
Trustee Lissner reported that the Mayor and Board attended the annual Village Prayer
Breakfast on May 5, 2016.
Trustee Lissner noted that in 1962 President Kennedy made a Proclamation naming May
15th National Peace Officers Memorial Day. At a recent Police Academy Deputy Chief Walsh
gave a presentation and at the end spoke about all of the Police Officers that have died by
natural causes or in the line of duty. It's amazing how may names were on the list. It is a
good time to remember all of the Officers that do a fantastic job in Elk Grove.
Trustee Petri attended all the functions previously mentioned. There will be an electronic
recycling and document destruction event on June 4, 2016 at the Oakton Street Fire Station.
5.ACCOUNTS PAYABLE WARRANT- Motion to authorize payment of invoices as
shown on the April 2016 Month End Accounts Payable Warrant in the amount of
$1,447,716.28.

b. Authorization to award a purchase contract through the National Joint Powers Alliance
(NJPA)Joint Purchasing Cooperative to Atlas Bobcat of Elk Grove Village, IL for the
purchase of one (1) Toolcat 5600 G-Series with accessories in the amount of$77,947 from
the Capital Replacement Fund.
c. Adopt Resolution No. 13-16 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK

10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- No Report
11. RECYCLING&WASTE COMMITTEE-Trustee Feichter- There will be an electronic
recycling and document destruction event on June 4, 2016 from 9:00 a.m. to12:00 p.m. at
the Oakton Fire Station. Trustee Feichter advised that resident Robert Leski informed him
that there is a hazardous waste recycling location in Naperville at 180 Fort Hill Drive. They
are open on Saturdays and Sundays from 9:00 a.m. to 2:00 p.m.
12.YOUTH COMMITTEE -Trustee Franke- The Youth Committee will be meeting in
Executive Session on May 28, 2016 at 10:30 a.m. to review scholarship applications.
Recipients will be announced at the June Village Board meeting.
Splash Parties will be taking place in July and August. Dates will be announced at a future
meeting.
13. BUSINESS LEADER FORUMS-Trustees Lissner/Petri -A Steering group has been
formed and will be meeting on May 20, 2016 at 11:30 a.m. at a location to be determined.
14. CABLE TELEVISION COMMITTEE-Trustees Lissner/Petri - EGTV won three awards
in the Wisconsin Community Media/Alliance for Community Media-Midwest Region"Best
of the Midwest Media Fest 2016." The competition hosted 185 entries from community
media centers in Wisconsin, Illinois, Iowa, North Dakota and Minnesota. EGTV won for the
series Inside the Village, live coverage of the December 15, 2015 Village Board Meeting and
live coverage of the League of Women Voters Elk Grove Park District Candidates Forum.
15. INFORMATION COMMITTEE -Trustee Prochno - No Report
16. PARADE COMMITTEE-Trustee Czarnik- Trustee Prochno reported on behalf of
Trustee Czarnik, the 60th Anniversary Parade is taking place on Saturday,June 18, 2016 at
5:00 p.m. The parade theme is "Celebrating Yesterday, Today and Tomorrow." There are
six couples who will be celebrating their 60th Anniversaries by participating as Grand
Marshals. The fifth couple to be announced is Richard and Lillian Zurawski. They were
married on September 15, 1956,and have lived in the Village since 1995 on Banbury
Avenue. They have a daughter who also lives in Elk Grove and a son in Las Vegas. Of their
three grandchildren, one lived in Elk Grove until his job transfer moved him to Milwaukee.
The following parade sponsors were acknowledged: A&H Plumbing, Chicago Offset,
Crosstown Electric, Berthold's Floral, Gift&Garden, Grove Memorial Chapel,Jerry Castle&
Son Hi Lift Inc.,The Sign Centre and GOA Regional Business Association. The next Parade
Committee meeting is Monday,June 6, 2016 at 5:30 p.m.

18.JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner- No Report
19. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri -There are several projects
going on. Arthur Avenue is underway and the landscaping on Busse Road will continue
soon.
20.AIRPORT UPDATE-A special presentation will be given at the May 24, 2016 Village
Board meeting.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson-The first
concert will be held on July 4th featuring Peter Cetera,July 12th will feature LeAnn Rimes,
July 17th will feature Foreigner and July 26th will feature Michael McDonald.
22.SPECIAL EVENTS COMMITTEE - Mayor Johnson-The next special event is the
Memorial Day Ceremony on May 30, 2016.

28. PUBLIC COMMENT- 8:51 p.m. -Joseph Sparacino, 660 E.Versailles, addressed the
Mayor and Board about Red Light Cameras. Mr. Sparacino stated several towns have
removed the cameras and that he feels Elk Grove Village should remove the cameras also.
Mayor Johnson explained to Mr. Sparacino that as long as the statistics prove that the
cameras are providing safety to the community,they will remain in place.
