REGULAR VILLAGE BOARD MEETING
July 19, 2016
1. CALL TO ORDER- 7:04 p.m.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF JUNE 21, 2016 - Motion to approve the Minutes of the
Regular Village Board Meeting held on June 21, 2016 as submitted and dispense with
the reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Johnson attended a ground-
breaking ceremony for MC Machinery at Northwest Point on June 30, 2016. MC Machinery
is constructing a 200,000 square foot building to house their national headquarters in Elk
Grove Village.
The Mid-Summer Classics Concert Series began on July 4, 2016. The concert featured Peter
Cetera with fireworks immediately following. The concert and fireworks took place at the
newly named Rotary Green Park.
The second concert featuring LeAnn Rimes was held on July 12, 2016 at Town Center.
Foreigner performed at Rotary Green Park for the Village's 60th Anniversary on July 17,
2016. The fourth concert featuring Michael McDonald, former member of the Doobie
Brothers,will be held on July 26, 2016 at Town Center.
The final stage of the Car Raffle was held on the Anniversary at Rotary Green Park. The six
finalists selected on July 4, 2016 were all Elk Grove Village residents. Dean Jalovec was the
winner. The raffle raised almost forty thousand dollars,which will be donated to local
charities. Thank you to Castle Chevrolet for donating the 2016 Chevy Camaro.
Prior to tonight's Village Board meeting, Ed Hauser was honored with a plaque on the Wall
of Recognition in appreciation of his volunteer services to the Village. Ed has been
volunteering since 1963. Ed served as one of the first Park Commissioners. He was a
Village Trustee for 10 years. He served on the Board of Health, Zoning Board of Appeals
and the Plan Commission. Ed volunteered his services to the Village for over 53 years.
The Property Tax bills that everyone received recently do not include recent
reassessments. The Village encourages you to appeal your assessment if you think that
your property taxes are too high. The assessment will not affect property taxes until next
year. The new combined property tax rate shows that Elk Grove Village still has the lowest
combined property tax rate in northwest Cook County.
In light of recent events taking place around the country, Mayor Johnson gave recognition
and thanks to the Police Department. The Mayor and Village Board are very proud of the
Police and Fire Departments,the Public Works Department and all Village staff. They work
very hard to ensure everyone's safety and to provide high quality services to the Village.

Mayor Johnson addressed items recently appearing on social media. People are posting
incorrect information on social media. Mayor Johnson would like to see social media used
for helpful and positive reasons rather than to spread rumors.
Mayor Johnson asked that people please ensure that information is true and correct before
posting it on the internet. Mayor Johnson stated information will start being posted on the
Village website to set the record straight about anything that is incorrectly stated about the
Village or its employees on social media. If anyone has questions or concerns about
anything, the Mayor asked that they contact him or a Village Trustee directly. We are here
for the community and don't want anyone to be hurt because of false information that is
posted on the internet.
Oaths of Office - Mayor Johnson administered the Oath of Office to Firefighter/Paramedic
Nicholas Iozzi.
Trustee Franke announced that Oktoberfest is set for Friday, September 23, and Saturday,
September 24, 2016. The event is still being fine-tuned and further information will be
provided in the near future.
Trustee Lissner reported that Judge Iosco asked him to thank the Board and let them know
how much he enjoys the summer concerts.
Trustee Petri stated the 601h Anniversary picnic was held last Sunday,July 17, 2016 and a
special thank you goes out to Trustees Prochno and Czarnik for all their work in planning
the event. Also, Diane Malinowski and Maggie Jablonski need to be recognized for all their
efforts in coordinating a successful event.
Trustee Czarnik noted that the "Picnic, Play& Party" on Sunday went really well. A special
thanks to Brian Southey for all his help with organizing this event and making sure that
everyone was where they needed to be during the event. The games were well attended,
the children had a great time, the food was good and thankfully the rain stayed away.
Trustee Prochno added that the Park District also celebrated their 50th Anniversary the
same day and organized 50 free events for families to enjoy from zip lining to bubble soccer
to a dunk tank. It was a great afternoon. The Hat Guys performed,Touch-A Truck event
took place and food was offered at family friendly pricing. Trustee Prochno thanked the
Public Works crews for assisting with all of the details.
The library also participated by providing an ice cream social and offered many crafts and
activities for everyone to participate in. It was truly a wonderful day.
Trustee Feichter announced that Saturday, July 23, 2016 is the 5th Annual Bicycle Ride with
the Mayor that is open to the entire family. It is a non-competitive event that starts at the
Museum with registration at 10:00 a.m. and a nice leisurely ride through the community.
As part of the 60th Anniversary celebration, classic movies have been shown at the Elk
Grove Theatre. The next movie to be shown is Raiders of the Lost Ark on Monday, July 25,
2016. Tickets are one dollar. Get your tickets early because all of the movies have been
selling out quickly.
Trustee Prochno stated that the Kenneth Young Center will be hosting their 29th Annual
Golf Outing on Wednesday,August 3, 2016 at the Bloomingdale Country Club.
The Elk Grove Farmers Market is still taking place every Saturday morning from 7:30 a.m.
to 1:00 p.m. in the Town Center parking lot at Village Hall.

5.ACCOUNTS PAYABLE WARRANT- Motion to authorize payment of invoices as
shown on the June 30, 2016 Accounts Payable Warrant in the amount of
$3,709,236.25.

6. CONSENT AGENDA
a. Authorization of a request from Elk Grove Public Library, 1001 Wellington Avenue,to
waive engineering permit fees in the amount of$750 for parking lot maintenance.
b. Authorization of a request to contribute dues to the Chicago Metropolitan Agency for
Planning for Fiscal Year 2017 in the amount of$1,249.73.
c. Authorization to award a purchase contract through the National Joint Powers Alliance
(NJPA) Joint Purchasing Cooperative to Old Dominion Brush Company, Inc. of
Richmond, VA for the purchase of one (1) Leaf Vacuum Collector with accessories in the
amount of$41,210.48 from the Capital Replacement Fund.
d. Authorization to award a professional service contract with Teska Associates, Inc. of
Evanston, IL to provide professional and technical assistance in connection with the
Zoning Code Update in an amount not to exceed $75,000 from the BLF Fund.
e. Authorization to award a purchase contract through the National Joint Powers Alliance
(NJPA) Joint Purchasing Cooperative to McCann Industries, Inc. of Bolingbrook, IL for
the purchase of one (1) Case 590 Backhoe Loader with accessories in the amount of
$128,141.30 from the Water and Sewer Fund.
f. Authorization to award a purchase contract through the Suburban Purchasing Cooperative
to Currie Motors of Frankfort, IL for the purchase of four(4) Ford F250 Pickup Trucks
with plow in the amount of$134,140.
g. Authorization to award a sole source contract to Cellebrite Inc. of Parsippany,NJ for the
purchase of a Universal Forensic Extraction Device (UFED) in the amount of$33,000
from the General Fund.
h. Concur with prior authorization and correct the professional service contract awarded to
Johnny Rockets Fireworks Display Corporation on April 26, 2016 to design and produce
fireworks displays to reflect the corrected contract amount not to exceed $112,000.
i. Authorization to award a professional service contract to Civiltech Engineering of Itasca,
IL for Phase I and Phase II Engineering Services for the rehabilitation and modification of
the JFK Bridge in the amount of$129,373.80 from the Capital Projects Fund.
j. Authorization of the following items related to the closing of the Fiscal Year 2016 Budget
and amend the adopted Fiscal Year 2017 Budget: Amend the Fiscal Year 2017 Budget for
the carryover of bond proceeds and outstanding encumbrances from the Fiscal Year 2016
Budget for a total amount of$30,030,985.
k. Adopt Ordinance No. 3456 entitled, "AN ORDINANCE AMENDING TITLE 7,
CHAPTER 2 OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE
VILLAGE AS IT PERTAINS TO WATER CONSERVATION"; and
Adopt Ordinance No. 3457 entitled, "AN ORDINANCE AMENDING TITLE 8,
CHAPTER 3-1 BY ADDING THERETO SECTION 3D-1: CA TO THE BUILDING
ACTIVITY CODE OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE
VILLAGE."

PERMIT TO ALI YUN WALI ALLAH ISLAMIC CENTER, INC. TO PERMIT A

ROAD IN ELK GROVE VILLAGE, ILLINOIS."
m. Adopt Resolution No. 22-16 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED
JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 860 BONNIE LANE,
ELK GROVE VILLAGE, ILLINOIS."
n. Adopt Resolution No. 23-16 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE A REIMBURSEMENT AGREEMENT
BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND CREATIVE WERKS,
LLC."
o. Adopt Resolution No. 24-16 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED
JULY 17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 1901 GREENLEAF
AVENUE, ELK GROVE VILLAGE, ILLINOIS."
p. Authorization of a request to grant a variation from the Municipal Code, Section 8-1213-1-
1D, Easements, to permit the construction of a shed which will encroach three feet (3') into
the seven and one-half foot (7.5')public utility easement at 1315 Wood Trail.
Mayor Johnson stated Item 6n. on the Consent Agenda is for a TIF Agreement with Creative
Werks. The owner Steve Schroeder is in the audience tonight. Creative Werks is moving
their corporate offices from Bensenville to 1460 Brummel. The facility is approximately
250,000 square feet. The move will bring 300 employees to Elk Grove and will create an
additional 300 jobs in the future. Mayor Johnson welcomed Mr. Schroeder and Creative
Werks to the Village.
Mayor Johnson asked if there were any questions or comments about the Consent Agenda.
Trustee Petri stated that Item k. pertains to new state mandated watering restrictions.

7. REGULAR AGENDA- No items on the Regular Agenda.
8. PLAN COMMISSION -Village Manager Rummel - No Report.
9. ZONING BOARD OF APPEALS -Village Manager Rummel - ZBA Docket 16-2 pertains
to a unanimous recommendation from the Zoning Board of Appeals to replace an existing
six- foot fence with a five-foot fence at 622 Dupont Court. The petitioner was present in the
audience. It was confirmed that the fence will be 5 feet high and located in the same
location as the previous one.
Motion to direct the Village Attorney to prepare the necessary documents.

start work immediately as long as all permits are in order with Community Development.
ZBA Docket 16-4 pertains to a unanimous recommendation from the Zoning Board of
Appeals to replace the existing five-foot fence at 994 Wisconsin Avenue. The yard has a
pool and a fence is required. The petitioner was present in the audience. Trustee Petri

asked if the tall ornamental grass would be removed. It was determined that the Zoning
Board of Appeals did not require the petitioner to remove the tall grass and petitioner can
leave the tall grass if they desire to do so.
Motion to direct the Village Attorney to prepare the necessary documents.

Appeals to install a four-foot picket fence with two inch gaps for line of sight purposes at
398 Brighton. The petitioner was present in the audience.

10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-There will be a community
blood drive on Saturday,August 13, 2016 from 8:00 a.m.to 12:00 p.m. in the lower level of
the Charles Zettek Municipal Complex. With the heat indexes rising, please go to the library
or Village Hall for relief if it is needed.
11. RECYCLING&WASTE COMMITTEE -Trustee Feichter- No report
12.YOUTH COMMITTEE -Trustee Franke -The first Splash Party was held on July 8,
2016. One hundred thirty teens participated. The next Splash Party is on August 12, 2016
at Rainbow Falls from 8:00 p.m. to 10:00 p.m. The Splash parties are free and anyone in Jr.
High or High School is welcome to attend.
13. BUSINESS LEADER FORUMS -Trustees Lissner/Petri - The BLF met on June 28, 2016.
On June 29, 2016 Trustee Petri,Trustee Lissner and Josh Grodzin visited Basic Enterprises
and on July 6, 2016 they met with Savage Brothers. Savage Brothers has been in business
since 1855. Both meetings were very interesting.
The railroad crossing at the Touhy/Estes intersection is being worked on now. The
crossing on Lunt is the final one that needs repairs. All the other railroad crossings have
been finished. A Business Leaders Forum meeting is scheduled for July 27, 2016.
14. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri -AT&T is now airing EGTV
and the problems have been resolved.
15. INFORMATION COMMITTEE - Trustee Prochno -Ambulance service for Village
residents is free. There are no out of pocket expenses for ambulance services. The Village
does invoice the insurance companies and a copy of the invoice is mailed to the resident for
their reference. The Village will never invoice the resident directly for ambulance service.
16. PARADE COMMITTEE -Trustee Czarnik- Planning has started for the 2017
Hometown Parade. The next meeting of the Parade Committee will be on Monday,
September 12, 2016 at 5:30 p.m. in the lower level of the Municipal Complex.
17. PERSONNEL COMMITTEE -Trustee Franke - No Report

19. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - The Busse Road median is
almost complete. There was a misconception recently written in a Letter to the Editor of
the Daily Herald. The letter stated the Village has been replacing brick crosswalks every
two years. The Village is currently working on the crosswalks between Rohlwing Road and
Meacham Road and the last time those were done was eleven years ago,which is
compatible in time with the roads being resurfaced.
20.AIRPORT UPDATE- The Fly Quiet Runway Rotation Plan started on July 6, 2016.
Please go on the website and give them your feedback. Input is needed to determine if the
program is working. The Village website can direct you to the survey link and the Chicago
Department of Aviation will listen to your comments.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson- The last
concert will be on Tuesday, July 26, 2016 featuring Michael McDonald at Town Center.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next special event is
Oktoberfest on September 23, 2016 and September 24, 2016 at the new Rotary Green Park.

Trustee Feichter congratulated Tom Robb of the Elk Grove Journal for winning 1St place for
a journalistic award from the State of Illinois in Springfield, Illinois and the Elk Grove
Business Journal also was awarded 3rd place at the awards ceremony.
